The report describes a national business-cycle recovery that is uneven across sectors and explains that the Ninth District is improving gradually. Manufacturing recovery is still limited, with food and defense-related industries showing lagging employment due to reduced meat packing and government expenditure cuts. Consumer spending is expected to rise in the fourth quarter as incomes improve and retailers remain optimistic. Labor market conditions remain weak: unemployment stays elevated because labor disputes and labor force growth outpace job creation, though leading indicators suggest a modest fourth-quarter decline.",{"@graph":69,"@context":122},[70,84,105],{"@type":71,"itemListElement":72},"BreadcrumbList",[73,77,79,82],{"item":74,"name":75,"@type":76,"position":8},"https://docshare.wps.com","Home","ListItem",{"item":78,"name":9,"@type":76,"position":14},"https://docshare.wps.com/document/",{"item":80,"name":40,"@type":76,"position":81},"https://docshare.wps.com/document/research-report/",3,{"item":83,"name":65,"@type":76,"position":19},"https://docshare.wps.com/document/ninth-district-economy-recuperates-slowly-ninth-district-conditions-report/426198/",{"url":83,"name":65,"@type":85,"image":86,"author":91,"headline":65,"publisher":94,"fileFormat":97,"inLanguage":63,"description":67,"dateModified":98,"datePublished":99,"encodingFormat":97,"isAccessibleForFree":100,"interactionStatistic":101},"DigitalDocument",{"url":87,"@type":88,"width":89,"height":90},"https://docshare.wps.com/thumbnails/ninth-district-economy-recuperates-slowly-ninth-district-conditions-report/426198.png","ImageObject",300,407,{"name":92,"@type":93},"Kyle","Person",{"url":74,"name":95,"@type":96},"DocShare","Organization","application/pdf","2026-10-22","2026-09-28",true,{"@type":102,"interactionType":103,"userInteractionCount":52},"InteractionCounter",{"@type":104},"ViewAction",{"@type":106,"mainEntity":107},"FAQPage",[108,114,118],{"name":109,"@type":110,"acceptedAnswer":111},"Why is the Ninth District economy recovering more slowly than expected?","Question",{"text":112,"@type":113},"The recovery is uneven across sectors, and important manufacturing industries have only recently begun to show signs of solid recovery. RECUPERATES SLOWLYFOOD &DEFENSE MFG.RETARD EXPANSION \nThe upward swing in the national business cycleis characterized by a mixture of strengths and weak-nesses:some sectors thrive while others drag.Currentrecovery in the Ninth District also fits this formula.Sofar agriculture and construction have been the dis-trict's major curatives. The important manufacturingindustries.have only recently begun to show signs ofsolid recovery. \nA closer look at manufacturing employment inMinnesota reveals some of the obstacles to a morerapid districtwide recovery.Sluggishness in Minneso-ta's manufacturing employment, concentrated in a fewcategories, will probably continue to dampen an other-wise promising manufacturing outlook.Of primaryconcern are the lagging employment gains in the food-and defense-related industries.Food and kindred prod-ucts industries, accounting for 20 percent of allMinne-sota manufacturing employment, have been hit hardby meat packing cutbacks and are unlikely to growmuch in the near future.Lagging employment growthin the defense and aerospace products industries canbe directly traced to reductions in government expen-ditures.No significant change in the coming months \nis expected for these industries either.Since 85 percentof district manufacturing employment is located inMinnesota, the present rate of manufacturing expan-sion will not greatly stimulate the district's overalleconomy. \n# RISING INCOMES SPUR CONSUMER SPENDINGAREA RETAILERS OPTIMISTIC FOR 4TH QTR.\n\nIncome gains bolstered third quarter consumerspending in the district:in rural areas higher grain andlivestock prices increased cash receipts;in urban areasincomes,in general, seemed to be rising. The averageweekly earnings of a district manufacturing worker inSeptember were 7.1 percent more than last year.Labordisputes, however, may have curbed some retail spend-ing in the third quarter. \nMinnesota retail sales during the first eightmonths of 1972 were up 8.9 percent from a year ago;during the comparable period of 1971,they increased \n6.1 percent.National retail sales for the first eightmonths of 1972 improved 9.8 percent. \nAccording to a telephone survey of major Minne-apolis/St.Paul area department and discount stores, consumer spending has continued to improve sinceAugust.Five out of six retailers revealed that theirquarter sales were quite good;one-half of those ques- \ntioned noted a definite pickup in retail spending inAugust and September. In most cases, third quartersales have matched earlier expectations. \nGiven the very favorable farm income situationand the optimistic outlook expressed by district retail-ers,district consumer spending should expand signifi-cantly in the fourth quarter. \n# LABOR FORCE GROWTH OFFSETS NEW JOBSDISTRICT STILL EXPECTS UNEMPLOYMENT DIP\n\nIn the third quarter, the Ninth District's unem-ployment rate averaged 6.0 percent, seasonally adjust-ed.Unlike the national rate, the district's rate failed todecline from last spring's high.District labor disputeswere primarily responsible for continuing high unem-ployment. \nSluggish employment growth has also exertedupward pressure on unemployment in the district:thelabor force has been increasing faster than jobs can becreated.Employment gains in the district's large tradeand service sectors, for example, have not kept pacewith those in the nation. In the third quarter, districttrade employment rose 1.7 percent from a year ago;national growth was 3.5 percent.Service employmentincreased only 0.7 percent in the district, while thenational advance was 4.2 percent. \nDespite these rather discouraging developments, help wanted advertising has increased:in the past thishas preceded decreases in unemployment.Althoughthe district's help wanted advertising index leveledsomewhat during the third quarter,it was
