Nigeria Streamlined Country Diagnostic  \nI. Introduction  \n1. This Streamlined Country Diagnostic (SCD) assesses the key constraints and priorities for ending extreme poverty and boosting shared prosperity in a sustainable way in Nigeria. It updates the previous SCD (June 2019), drawing on core diagnostics, 12 by re-examining the key constraints that Nigeria faces to achieve inclusive growth and job creation. Identifying the priority areas to accelerate Nigeria’s development progress is urgent given the scale of its development challenge, against the backdrop of rising poverty, insecurity, and climate-change related risks. Nigeria’s turnaround would have regional and global ramifications in an aging world, as it will be the 3rd most populous and most youthful country globally by 2050, with over 400 million people, 180 million of which would be youth.  \n2. Nigeria has Africa's largest population and one of its biggest economies. Yet, its economic growth has not kept pace with population growth. Over the past 30 years, the country has not seized opportunities to efficiently use its large natural resource endowment (especially oil and gas) to build the human capital foundations of its economy, advance structural transformation, economic diversification, and job creation, and address stark inequalities and regional disparities. Economic growth has fallen behind peers and development progress has stalled. The country has experienced multiple large-scale shocks with increasing frequency and intensity: the COVID-19 pandemic, climate change, severe food insecurity, inflation, and violent conflict. As of 2024, per capita income was about  \n12 percent lower than its peak in 2014, and the number of Nigerians living below the national poverty line rose from about 69 million in 2010 to 139 million in 2025.13 Thirty-three percent of its population is ultra-poor (food insecure by age-weighted caloric intake), 61 percent is below the poverty line, and  \n79 percent is near poor (below the poverty line or vulnerable to falling back into poverty) .  \n3. Nigeria is an outlier among middle-income countries on human capital outcomes. Nigeria is experiencing a delayed demographic transition, with high fertility rates (5.2) and a dependency ratio that has declined only slowly (from 95 percent in 1990 to 85 percent in 2020). By 2050, young people under the age of 15 will make up one-third of the population, and the dependency ratio will decline to  \n55 percent, which means that the share of working age population to dependents (children and elderly) is steadily increasing, offering a window of opportunity to boost productivity and growth. Also, Nigeria’s Human Capital Index Plus (HCI+) shows that eliminating childhood stunting could raise wages by 13 percent and reducing the share of youth not in employment, education or training could increase wages by up to 15 percent. Over half of Nigeria’s gap in early childhood human capital is driven by child survival, followed by stunting, and pre-primary education, while two-thirds ofthe gap in school-age human capital is driven by learning outcomes, calling for an integrated focus on children.  \n4. Development challenges vary significantly across the country. There are pronounced regional disparities in development challenges and inequalities. GDP per capita in the richer Southern states of Lagos and Ogun is three to four times higher than in some of the poorer Northern states of Borno, Zamfara, and Jigawa.
