Most of Nigeria’s labor force remains employed in low productivity informal jobs that do not afford a decent standard of living. Asa result, 139 million Nigerians are currently living in poverty, a large majority of whom live in the North, reflecting the sharp North-South and urban-rural divide in development outcomes. Moreover, Nigeria’s labor force is growing faster than its economy, with one in four youth not engaged in employment, education or training, and 3-4 million youth joining the labor force every year with little prospect of decent jobs, exacerbating FCV risks.\u003Cbr>Drawing on lessons from India, Indonesia, China, and other global comparators, the strategy prioritizes transitioning large numbers of Nigerians into productive employment as the most significant driver of poverty reduction. The CPF will support faster job creation by following the WBG’s three-pronged approach to jobs that entails (i) establishing the foundational infrastructure necessary for jobs (physical and human capital); (ii) working with governments to strengthen governance and support businessenabling policies and a predictable regulatory environment; and (iii) mobilizing private capital across critical sectors. Work on this agenda will include a focus on closing gender gaps in economic participation by working on adolescent girls’ school-to-work transition and tailored financial products for women-led firms. |  |  |  |  |\n| Outcome 1: Improve the Environment for Competitiveness and Growth |  |  |  |  |\n| Rationale for outcome: Nigeria has made substantial progress on macroeconomic stabilization. The government has implemented important reforms since mid-2023 (e.g., reunification of the exchange rate, removal of the petrol subsidy, phase out of deficit monetization, and improved tax administration), which have started to yield tangible results. Growth has increased; the overall fiscal situation has improved due to a surge in revenue; the foreign exchange (FX) market has been stable and is consolidating; the external position is strong with rising FX reserves and a large current account surplus; and inflation has started to gradually decline.
