Financing and Implementation Arrangements  \nA. Financial Envelope and Knowledge  \n1. The CPF outcomes will be delivered jointly by IBRD/IDA, IFC and MIGA through a one WBG approach. IDA and IBRD resources will concentrate on the economy-wide enablers while leveraging private sector participation and laying the groundwork for increased private capital mobilization by IFCand MIGA. Recognizing the critical role that Nigeria will play in delivering WBG global targets, the CPF prioritizes key WBG initiatives including Mission 300 (M300), AgriConnect, Africa Initiative for Medical Access and Manufacturing (AIM 2030), Universal Health Coverage (UHC), and Social Protection 500 (SP500) . Given Nigeria’s vulnerability, the program will rely on the World Bank’s Crisis Preparedness and Response Toolkit to support the country respond to climate and other shocks as may be necessary during the CPF period.  \n2. The CPF includes an indicative IDA21 country allocation of about SDR$4.15bn (approximately US$5.7bn equivalent) for the first half of the CPF period and additional IDA resources that may become available in the IDA22 cycle. Moreover, as a Blend IDA country, Nigeria will be able to access IBRD financing during the CPF period. These additional resources would build on a robust portfolio of 30 projects totaling over US$16.9bn in IBRD/IDA commitments (US$1.7bn IBRD and US$15 .2bn IDA) with a strong focus on results-based financing and implementation through subnational governments, supporting achievement of results while building capacity at both the Federal and State levels. Nigeria may also have access to additional IDA resources through the Global and Regional Opportunities Window, the Scale-Up Window, the Global Facility for Project Preparation and incentives from the Sustainable Development Finance Policy.  \n3. Incorporating lessons from previous CPFs, the WBG program will continue to be structured around programmatic and integrated engagement areas 2 focused on the highest priority development challenges. Four principals are central to this approach: (i) organization of the program around transformational engagement areas for combined knowledge and financing support to achieve intended outcomes; (ii) a rigorous methodology for prioritizing these areas; (iii) a shift towards larger and fewer national programs in these areas implemented across multiple states, with a more deliberate focus on results-based implementation through state governments; and (iv) the use of multi-year PASAs as tools to sustain uninterrupted engagement in areas of transformational importance. The approach further emphasizes a careful assessment of the commitment, integrity, and capacity (CIC) of key counterparts, prioritizing engagement areas where the CIC of counterparts is strong, while proactively focusing on advocacy and dialogue to build consensus for action in areas where CIC is less robust.  \n4. For IFC, Nigeria is the third largest exposure in Africa and among the 10 largest country exposures globally. IFC has mobilized Long Term Financing (LTF) and Short-Term Financing (STF) of US$6.8bn and US$13.8bn respectively over the period FY21-26. For LTF, core mobilization accounted for over 70 percent while STF was 16 percent. IFC’s strategic objectives in Nigeria are to support diversified growth, enhance inclusion, and promote sustainability and job creation. IFC’s primary focus areas include increasing access to finance for SMEs through financial intermediaries, supporting agribusiness and manufacturing to enhance food security, meeting domestic needs, and growing exports, expanding toward universal energy access and green energy, and digital services access – in collaboration with the World Bank.
