Results Matrix: Intervention Logic, and Short-Term Business Planning  \nThe CPF supports three interrelated Outcomes critical to enabling and accelerating jobs: 1) Healthier, better educated and skilled population, to improve human capital; 2) Increased access to electricity, to accelerate business growth and improve quality of life; and 3) Improved agricultural productivity and food security, to develop value chains, spur economic growth especially in rural areas, and reduce household food insecurity. The CPF includes enhanced macro-fiscal management and access to finance and markets as a Cross-Cutting Outcome (CCO), which will support reforms and investments that create fiscal space for public investment, improve the business environment, and ensure effective financial intermediation.  \nThe overarching goal of the CPF is to promote job creation while strengthening Niger’s resilience and mitigating drivers of fragility. Over 500,000 youth will enter the job market annually over the CPF period. However, the government struggles to ensure inclusive private sector-led growth critical to job creation due to insecurity, limited capacity for service delivery, macroeconomic constraints, insufficient human capital and infrastructure, and weak business environment, small private sector, and narrow economy based on extractives and agriculture susceptible to climate change. Reflecting the WBG 3‑by‑5 Jobs Framework, CPF assistance will support indirect, induced, and direct jobs by investing in preconditions for jobs, notably education and health interventions and infrastructure; mobilizing private capital in growth-enabling sectors; and improving the regulatory environment for private sector development. All World Bank Group (WBG) interventions will consider avenues to build resilience to climate change. All CPF interventions will be calibrated to address FCV drivers related to limited delivery of basic services, weak social contract, exclusion from economic opportunities, competition over natural resources due to climate change, and conflict in border areas. Progress on the CPF overarching goal will be measured mainly through the More and Better-Paid Jobs indicator ofthe WBG Scorecard.  \n\n| Outcome 1: Healthier, better educated and skilled population |  |  |  |  |\n| --- | --- | --- | --- | --- |\n| Rationale: Niger struggles with insufficient human capital, especially among girls and youth critical to the country’s demographic transition. Niger’s Human Capital Index is low at 0.32. A high fertility rate and inadequate access to education and health services erode the capacity of Nigeriens to participate productively in the economy. Learning-adjusted school years average only 2.7. Literacy among youth aged 15-24 is 48 percent. 70 percent of 15–24-year-olds are Not in Education, Employment, or Training (NEET) . Girls’ secondary education completion rates remain low because of high rates of teenage pregnancy and child marriage. Stunting reaches 48 percent. Healthcare coverage is spotty with access below 60 percent nationally and high out-of-pocket expenses. Health outcomes are undermined by limited access to Water Supply, Sanitation, and Hygiene (WASH) services. WBG interventions will support policies, strategies, and public and private investments to increase the quality and access to education with a focus on retaining adolescent girls, including in at-risk areas to reduce learning poverty, while supporting the employability and development of sectorspecific skills through technical and vocational training (TVET) for youth including those inNEET. The CPF will support investments that reduce the prevalence of stunting, increase immunizations, and enhance access to primary healthcare, including communities with refugees and Internally Displaced Persons (IDPs) .
