$1000 to $10,000 bonds, according to new U.S.Immigrationand Naturalization Service(INS)guidelines designed to improve the deportation rateof the agency's latest crackdown on Iranians. \nMore on next they're ready to depart,\"explains the INS'Janet Graham. \n\"It's a typical example of an INS policy adopted without regard to the consequences,\"complains Washington,D.C.lawyer Michael Maggio, who represents many Iranian studentsduring deportation hearings. \n\"First of all, they single out Iranians out of all national groups,\"he points out.\"Second,since the bonds are so high --try to imagine a student coming up with fouror five grand --all that happens is that rich students buy time for more hearings andthe poor ones stay in jail.\" \nThe INS says nine Iranian students have been jailed so far,and though the agencyhas no official figures on how many have had to post bond money, others peg the figureat \"a few hundred.\" \nThe INS'Graham characterized the new rules as the most stringent since the projectwas begun in November,1979,in the wake of the seizure of the American embassy in Teheran. \nIn retaliation for the takeover,President Carter ordered all Iranian students inthe United States,a population of about 60,000 people,to report to their INS officesto verify their status. \nSince then, the INS has identified roughly one-seventh of the students as \"out ofstatus.\"It has deported only 478 students, however, while over 4000 have failed to appearfor deportation hearings or to leave when ordered. \nThe INS directive disparaged the \"little progress\"made
