It provides the findings of an INT administrative inquiry (the“Investigation”) into allegations of corrupt, fraudulent, collusive, and/or coercive practices, as defined by the WBG for the purposes of its own policies, rules and procedures (the “WBG’s Anticorruption Framework”), in relation to WBG-supported activities. The purpose of the Investigation was to allow the WBG to determine if the WBG’s Anti-corruption Framework had been violated.  \nThis Report is being shared to ensure that its recipients are aware of the results of the INT Investigation. However, in view of the specific and limited purpose of the Investigation underlying this Report, this Report should not be used as the sole basis for initiating any administrative, criminal, or civil proceedings. These privileges and immunities cannot be waived without the prior express written authorization ofthe WBG.  \nBackground  \nIn August 2009, the International Development Association (the “World Bank” or “Bank”)1 and the Government of Nepal (“Nepal”) entered into an approximately United States Dollars (“US$”)  \n20 million Financing Agreement for the Project for Agriculture Commercialization and Trade (the“Project”) . In February 2013, the World Bank provided Nepal with an additional financing. The Project became effective in November 2009 and closed in June 2018, having disbursed approximately US$ 46 million.  \nThe Project sought to improve the competitiveness of smallholder farmers and the agribusiness sector in select districts. After the approval of additional financing, the Project expanded from 25 selected districts to all districts country-wide (75 in total) .  \nNepal’s Ministry of Agricultural Development (“MoAD”) was the Project’s executing agency. MoAD assigned overall responsibility for managing the Project to a Project Management Team (“PMT”) set up in Kathmandu. Regional Project Implementation Support Team (“PRIST”) offices assisted the PMT in the supervision and monitoring of sub-projects. PRIST offices were located in five development regions. PRIST staff was comprised of government officials and Technical Support teams hired through a procurement process.  \nIn June 2016, a Joint Venture (“JV”) of two Nepal-based consulting firms—Company A, and Company B (together “Company A-Company B JV”)—submitted a proposal for Contract X, a Project-financed contract to provide technical assistance to the PRIST and PMT. In September 2016, the Company A-Company B JV was awarded Contract X.  \nAllegations & Methodology  \nThe World Bank received several allegations that Project officials systematically solicited payments from grant applicants and/or requested a percentage of the grants as a return in exchange for disbursing grant funds.  \nAs part of the World Bank’s investigation into these allegations, it audited Company A, the lead party in the Company A-Company B JV.  \nThe World Bank’s investigation also involved a comprehensive review of Project and procurement documents, focusing on
