Promoting the consistent application of the examination procedures outlined in the NSPM, and vetting and coordinating across the agency the need for more examination policies and procedures furthers its purpose. \nWhile supervisors have the right and responsibility to assign work and manage staff, they should not institute new or added standard operating procedures, a practice often referred to as \"layering. \" Implementing more procedures that apply to all examiners in an SE group or field office, or establishing general policy that is narrower than national guidance, is not appropriate. On a caseby-case basis, supervisors can and should implement procedures to manage risk in specific credit unions or address the development needs of individual employees. \nAdoption by field offices or supervisors of any alternative or additional examination policies, procedures, or directives beyond what is addressed in the NSPM and other national guidance must be cleared through the Exam Steering Group and the Office of Examination and Insurance ( E&I 1 ) . The Exam Steering Group will review and evaluate field office or SE level specific practices to determine if they require E&I approval. \nFeedback? \nSend feedback on the NSPM to [NSPM@NCUA.gov](NSPM@NCUA.gov) \n1 Office of Examination and Insurance \nIntroduction i \nNational Supervision Policy Manual Version 26.0 \nTable of Contents \nIntroduction i \nFeedback? i \nTable of Contents i \nWelcome to the NSPM x \nNavigate the NSPM xi \nSearch the NSPM xi \nAdministrative Remedies 1 \nNo Regulation by Enforcement 1 \nGeneral Responsibilities 2 \nTypes of Administrative Remedies 5 \nRegional Director Letter 6 \nLetter of Understanding and Agreement 8 \nPreliminary Warning Letter 15 \nCivil Money Penalty 19 \nStatus Update 23 \nAdministrative Action Tracking 23 \nRoles and Responsibilities 24 \nSpecial Assistance Cases 30 \nControl Reports 30 \nAdministrative Remedies Templates 31 \nAudits and Recordkeeping 33 \nAudit Report Review 33 \nAudit Workpaper Review 36 \nAudits by Licensed Independent Accountants 36 \nTable of Contents i \nNational Supervision Policy Manual Version 26.0 \nUnacceptable Audits and Member Account Verifications 37 \nAudits Conducted by Supervisory Committee or Other External Auditor 37 \nSignificant Recordkeeping Concerns 38 \nAddressing Bond Claims 41 \nDetermine Bondability Status 42 \nBSA Supervision 43 \nBSA Compliance 44 \nRisk-Focused BSA Reviews 46 \nConfidentiality 47 \nBSA Violations 48 \nCCVs in Issue Details 49 \nViolation Resolution in FCUs 50 \nFISCU BSA Reviews 52 \nBSA Reporting and Quality Control 54 \nChange of Officials for Troubled and Newly Chartered Credit Unions 56 \nDOS Responsibilities 56 \nExam Staff Responsibilities 58 \nAffected Credit Unions 58 \nRequired Information 58 \nApproval Process 59 \nWaiver of 30 Day Notification Requirement 60 \nGrounds for Denial 60 \nRequest for Reconsideration or Appeal 61 \nApplication Withdrawal 62 \nTable of Contents ii \nNational Supervision Policy Manual Version 26.0 \nChange of Officials for Troubled and Newly Chartered Credit Unions Templates 62 \nConsent Application Review – Fair Hiring in Banking Act 64 \nApplication Documentation 64 \nResponsibilities 65 \nCriminal History Record Request 66 \nEvaluating a Consent Application 67 \nSSA or NCUA Field Consultation 67 \nApproval 67 \nDenial 68 \nReconsideration Request Reviews 69 \nCorporate Credit Union Program and Procedures 70 \nCorporate Policies and Procedures 70 \nCorporate Regulatory Waivers 71 \nProcessing Corporate Requests for Expanded Authority 75 \nInvestment Action Plans 80 \nCapital Restoration Plans 84 \nCorporate Credit Union","cbCaidmW0JyMEKcl","https://ap.wps.com/l/cbCaidmW0JyMEKcl","pdf",2508687,443,"English","# Introduction\n# Administrative Remedies\n## No Regulation by Enforcement\n## General Responsibilities\n# Types of Administrative Remedies\n# Regional Director Letter\n# Letter of Understanding and Agreement\n# Preliminary Warning Letter\n# Civil Money Penalty\n# Status Update\n# Administrative Action Tracking\n# Roles and Responsibilities\n# Special Assistance Cases\n# Control Reports\n# Administrative Remedies Templates\n# Audits and Recordkeeping\n## Audit Report Review\n## Audit Workpaper Review","[{\"question\":\"What is the purpose of the NSPM Version 26.0?\",\"answer\":\"The NSPM establishes national policies, procedures, and guidelines to support district management, credit union supervision, and quality assurance through consistent examination practices.\"},{\"question\":\"What does “layering” mean in supervisory procedures?\",\"answer\":\"Supervisors should not institute new or added standard operating procedures that apply beyond national guidance.
