10,1986 \nVo1.14,No。216 \n# NATIONAL COMMISSION CALLS FOR EXCELLENCE AND EQUITY IN HIGHER EDUCATION\n\nA new report produced by a star-studded commission headed by former EducationSecretary Terrel Bell is calling for an\"educational Marshall Plan for thestates\"to reverse the growth of the poverty-stricken underclass and to equipAmerica to survive in a competitive world economy by mproving and increasingaccess to higher education. \n\"America has far too many people whose abilities are never awakened,\"says thereport,\"To Secure the Blessings of Liberty.\"\"This staggering waste and dis-sipation of our most precious resource means unemployment, unenlightened citi-zen participation or nonparticipation in elections and other processes of dem-ocracy,reduced productivity, and personal stagnation leading to frustration, crime and abuse of freedom.\" \nStorm Clouds GatherThe report, which was to be released today at the an-nual conference of the American Association of State Colleges and Universities(AASCU)in Phoenix, was prepared by the National Commission on the Role andFuture of State Colleges and Universities. \nThe panel, convened by AASCU,includes college presidents and professors, thepresidents of the two major U.S.teacher unlons,a state legislator, onecurrent and one former governor, the chancellor of the New York City Board ofEducation, and representatives from the Ford Foundation and Bell Laboratories. \n\"To Secure the Blessings”cites as“storm warnings\"rising dropout, poverty and11literacy rates;increases in teenage pregnancy;growth in minority popula-tions coupled with decreases in minority participation in higher education;animpending teacher shortage;and funding cuts in education programs, especiallystudent financial aid, when college costs are rising. \nThe report focuses on the role of public higher education in combatting thegathering education and economic storm clouds, but it also calls on federal andstate goverments to assist in the effort, which it says must rival the re-building of Europe after World War II. \nIn an apparent jab at Education Secretary William Bennett, the report says:\"Public officials who propose budget reductions in education at a time when therepublic is handicapped by the burden of an undereducated populace are unthink-ingly abetting an act of national suicide.Their priorities are wrong.Theirlack of insight and their misguided perceptions of the nation's needs contra-vene fundamental democratic values. They mock their countrymen who so desper-ately hope for a new era and the dawn of a learning society in America.\" \n(more) \n6 \n# NATIONAL COMMISSION CALLS FOR EXCELLENCE AND EQUITY(Cont.)\n\nThe buying power of federal financial aid has been cut 25 percent since 1980,the report charges, and federal money has been shifted from grant programs tostudent loans, which saddle the recipients with debt. The report urges thatthe amount appropriated for grants be at least equal to that channeled intoloans.\"Our national investment in higher education is not part of the def icitproblem。Instead,it is part of the solution,\"the report says. \nWilliam Kristol,Bennett's chief of staff, criticized the report's“overblownrhetoric.”It\"implies that any and all education programs are sacrosanct, thatwe're never supposed to examine priorities or consider whether the money is be-ing well spent,\"he said. \nBennett's budget proposals are\"an honest attempt to take a limited pie anddivide it up in the best way,\"Kristol said, adding that ED proposed levelfunding for programs such as Chapter 1 that serve disadvantaged students, andasked for steeper cuts in Guaranteed Student Loans than in Pell Grants. Healso noted that Bell had proposed funding cuts during his tenure at ED。 \nMore State SupportThe commission report calls for support from stategovernments as well as federal education aid.States must help keep down thecost of attending public universities, which it says should be“equipped tooffer everyone who wants to earn a bachelor's degree t","cbCaiohvYd4x7VQY","https://ap.wps.com/l/cbCaiohvYd4x7VQY","pdf",1191378,"English","# NATIONAL COMMISSION CALLS FOR EXCELLENCE AND EQUITY IN HIGHER EDUCATION\n## Storm Clouds Gather\n## More State Support\n## Other Recommendations for Public Colleges and Universities","[{\"question\":\"What is the main call of the commission report?\",\"answer\":\"The report calls for an “educational Marshall Plan” for the states to reverse the growth of poverty and expand access to higher education.\"},{\"question\":\"Which major problems does the report cite as “storm warnings”?\",\"answer\":\"It points to rising dropout, poverty, and illiteracy rates, increasing teenage pregnancy, demographic and participation shifts, and an impending teacher shortage, along with education funding cuts—especially student financial aid.\"},{\"question\":\"How does the report address funding and financial aid?\",\"answer\":\"It argues federal aid purchasing power has been cut and money has shifted toward student loans that increase recipients’ debt, urging grants to be funded at least at the level channeled into loans.\"}]","NATIONAL COMMISSION CALLS FOR EXCELLENCE AND EQUITY IN HIGHER EDUCATION - call for educational Marshall Plan | PDF",1789971457,13]
