a member of the Multilateral Investment Guarantee Agency (“MIGA”) effective September 24, 1992;  \nWHEREAS the Government of the Republic of Estonia now requests that Republic of Estonia be reclassified by the Agency from a Category Two member country to a Category One member country;  \nWHEREAS in accordance with Article 31 of the MIGA Convention, the power to reclassify a member is vested in the Council of Governors;  \nWHEREAS the Republic of Estonia has satisfied the additional requirement for reclassification to Category One that it substitute an equivalent amount of its subscription paid in local currency with freely usable currency when it was converted to Euro in January 2011 when the Republic of Estonia adopted the Euro as its official currency.  \nTHE COUNCIL OF GOVERNORS HEREBY RESOLVES THAT:  \n(i) Estonia is hereby classified as a Category One member country of MIGA; and  \n(ii) Schedule A to the Convention is hereby amended by reclassifying the Republic
