On March 24, 2026, the World Bank Board of Directors approved an Inspection Panel recommendation to investigate Mozambique: Cyclone Idai & Kenneth Emergency Recovery and Resilience Project (P171040) .  \n2. On March 27, 2026, I wrote to the Parties in this case, offering the opportunity for dispute resolution, pursuant to paragraph 30 of Resolution No. IBRD 2025-0001 and Resolution No. IDA 2025-0001 (the “AM Resolution”) .  \n3. Following initial online meetings with the Parties, as well as an in-person meeting on April 15, 2026, a DRS team met with the Parties and relevant stakeholders in Mozambique from April 23 to April 26, 2026. The meetings were held to answer questions and provide detailed information on the dispute resolution option, in accordance with section 11 ofthe DRS Operating Procedures, to support informed decision-making.  \n4. Following the meetings, both parties indicated in writing their decision to pursue dispute resolution. Pursuant to paragraphs 31 and 68 of the AM Resolution, I hereby inform the Executive Directors, the Inspection Panel and World Bank Management that the Parties voluntarily agree to pursue dispute resolution.  \n5. Pursuant to paragraph 69 of the AM Resolution, I hereby convene the dispute resolution process, and the Inspection Panel shall hold its investigation in abeyance. The process will be facilitated by the DRS to reach a mutually agreed solution between the Parties. If the Parties agree, Bank Management may be present as observers during the process.  \n6. Pursuant to paragraph 75 of the AM Resolution, the maximum length of the dispute resolution process is one year from the date of this notification, May 4, 2026. If both Parties agree, the process may be extended for up to an additional six months.  \n7.
