Financial Envelope and Instruments  \n1. A one World Bank Group (WBG) approach will be used, building on the full gamut of available instruments. The International Development Association (IDA) will focus on public financing, gradually shifting beyond strict investment financing towards more use of Program for Results (PforR) to strengthen institutions, and deploying development policy operations (DPOs) and technical assistance (TA) to underpin policy dialogue. It will seek to leverage private sector financing and facilitate International Financing Corporation (IFC) and Multilateral Investment Guarantee Agency (MIGA), particularly in energy, agribusiness, tourism and digital sectors.  \n2. The existing IDA program under implementation–amounting to US$6.2 billion with 33 national projects (two PforR) and eight regional projects, the average size of which increase from US$107 million to US$150 million. This CPF period (FY26-31) will fall under IDA21 and IDA22 cycles. Mozambique’s IDA21 regular Performance Based Allocation (PBA) is around US$921 million 1, making selectivity and efficiency of interventions a key priority. Apart from the regular PBA, Mozambique may have access to additional financing from the new Global and Regional Opportunities Window, the Crisis Response Window and from the Private Sector Window, in addition to potential enhancements to country allocations by Global Facility for Project Preparation, incentives from the Sustainable Development Finance Policy and the Prevention and Resilience Allocation (PRA) under the Fragility, Conflict and Violence Envelope.  \n3. The additionality of the PRA is crucial to help the Government address fragility drivers, including macroeconomic imbalances, spatial disparities, and socioeconomic exclusion of the youth. It would enable progress on macro-fiscal reforms (PRA Strategic Goal 1), paving the way for new budget support during the CPF period. Additional resources would scale up service delivery in underserved areas and expand youth employment programs, primarily in agribusiness and tourism, to respond to the urgency created by the recent post-election violence. Without the PRA, WBG support would shift to civil service reforms (likely via PforR), and outcomes 2–4 would proceed more slowly, reflecting reduced IDA resources.  \n4. IFC’s investment portfolio in Mozambique stands at US$179.4 million (primarily in the energy sector) and its advisory portfolio at US$10.4 million.
