It specifies an integrated WBG instrument approach anchored in IDA funding, including a gradual shift toward Program for Results and support through DPOs and technical assistance. The annex details additional resources under IDA cycles and windows, the PRA’s role in addressing fragility drivers, and how IFC and MIGA portfolios support private-sector recovery, energy, agribusiness, tourism, digital inclusion, and climate resilience. It also describes crisis response reliance on the Crisis Preparedness and Response Toolkit and the knowledge bank activities supporting analytical evidence and dialogue.","Public Disclosure Authorized Public Disclosure Authorized \nAnnex 1 – Financing and Implementation Arrangements \nA. Financial Envelope and Instruments \n1. A one World Bank Group (WBG) approach will be used, building on the full gamut of available instruments. The International Development Association (IDA) will focus on public financing, gradually shifting beyond strict investment financing towards more use of Program for Results (PforR) to strengthen institutions, and deploying development policy operations (DPOs) and technical assistance (TA) to underpin policy dialogue. It will seek to leverage private sector financing and facilitate International Financing Corporation (IFC) and Multilateral Investment Guarantee Agency (MIGA), particularly in energy, agribusiness, tourism and digital sectors. \n2. The existing IDA program under implementation–amounting to US$6.2 billion with 33 national projects (two PforR) and eight regional projects, the average size of which increase from US$107 million to US$150 million. This CPF period (FY26-31) will fall under IDA21 and IDA22 cycles. Mozambique’s IDA21 regular Performance Based Allocation (PBA) is around US$921 million 1, making selectivity and efficiency of interventions a key priority. Apart from the regular PBA, Mozambique may have access to additional financing from the new Global and Regional Opportunities Window, the Crisis Response Window and from the Private Sector Window, in addition to potential enhancements to country allocations by Global Facility for Project Preparation, incentives from the Sustainable Development Finance Policy and the Prevention and Resilience Allocation (PRA) under the Fragility, Conflict and Violence Envelope. \n3. The additionality of the PRA is crucial to help the Government address fragility drivers, including macroeconomic imbalances, spatial disparities, and socioeconomic exclusion of the youth. It would enable progress on macro-fiscal reforms (PRA Strategic Goal 1), paving the way for new budget support during the CPF period. Additional resources would scale up service delivery in underserved areas and expand youth employment programs, primarily in agribusiness and tourism, to respond to the urgency created by the recent post-election violence. Without the PRA, WBG support would shift to civil service reforms (likely via PforR), and outcomes 2–4 would proceed more slowly, reflecting reduced IDA resources. \n4. IFC’s investment portfolio in Mozambique stands at US$179.4 million (primarily in the energy sector) and its advisory portfolio at US$10.4 million. IFC’s focus is to support the recovery and development of a fragile private sector, leveraging sectors with existing capabilities to help pave the way for a more diversified, resilient, and inclusive economy, being sensitive to climate impact and fragility risks. This entails: (i) unlocking the potential of commercial agriculture; (ii) promoting renewable energy and gas resources, and (iii) promoting financial inclusion and access to finance by Micro, Small, and Medium Enterprises (MSMEs), including through digital financial services. \n5. The WBG Guarantee Platform has a total gross exposure of US$760 million in Mozambique, of which US$640 million MIGA guarantees and US$120 million IDA guarantees, with engagements primarily in the energy and financial sectors. In the energy sector, the WBG Guarantee Platform is supporting the development of the country’s main Independent Power Producers while looking at exploring additional projects in the renewable energy sector. MIGA is also supporting the financial sector through capital optimization projects that help sustain lending operations of foreign owned banks’ local subsidiaries, bolstering small and medium enterprises' access to finance and also supporting climate finance. \n6. Given Mozambique’s vulnerability to climate and other shocks, the program will rely on the World Bank’s Crisis Preparedness and Response Toolkit, including the Rapid Resp","cbCaiuZyWx1IX0yv","https://ap.wps.com/l/cbCaiuZyWx1IX0yv","pdf",374163,1,4,"English","en",105,"# Annex 1 – Financing and Implementation Arrangements\n## A.
