LEVELS\n\nSeveral economic indicators suggest that thedistrict's economy will continue to expand slowly.Though the unemployment rate in the district is stillrelatively high,its recent declines plus gains in thehelp wanted advertising index have brightened theemployment outlook.The growth of new housingauthorizations has leveled off,but loan commitmentsand S&L savings inflows indicate that district housingconstruction will remain at high levels.  \nHousing construction in the district is still veryactive,but the growth of housing units authorized bybuilding permits in the first quarter eased back fromthe high rates of expansion experienced late last year.In the first quarter,housing unit authorizations,seasonally adjusted,slipped 0.3 percent below thefourth-quarter level though staying 39.1 percent abovethat of a year ago.This recent leveling off in thedistrict contrasts with the continued rise in housingstarts experienced nationally.  \nHousing construction's first-quarter increase over  \nits year-ago level is mostly the result of active home-  \nbuilding in the Minneapolis-St.Paul metropolitan  \narea.Twin Cities housing unit authorizations account-  \nUNIVERSITY OF ARKANSAS  \nFAYGTTEVILIE ARK  \ned for 65.4 percent of the district building permitsissued for homes during that period as they rose  \n19.2 percent from their year-earlier level.Authoriza-tions were also up in Billings,Great Falls,Rochester,and Sioux Falls but fell in Duluth-Superior,Fargo-Moorhead,and La Crosse.  \nDespite the recent slowing of housing unitauthorizations,housing-related financial indicatorssuggest that district housing construction will remainstrong.Average net savings inflows to district savingsand loan associations,seasonally adjusted,nearlydoubled their fourth-quarter level in January andFebruary as they rose 22.6 percent from a yearearlier.In addition,loan commitments at districtS&Lsremained high at the end of February,surpassinglast year's level by 19.3 percent.  \nDistrict nonresidential and nonbuilding construc-tion activity improved recently.The total value ofnonresidential building permits issued in the districtduring January and February was about twice asmuch as the fourth-quarter and year-ago levels.Be-tween the three-month period ending in February andthe previous three months,the value of district non-building construction contracts awarded rose 85.4percent,about the same as from a year earlier.  \nMAY 181972  \nf1  \n## BUSINESS LOANS EXPAND IN FIRST QUARTERSAVINGS INFLOws SLOW AT LARGE BANKS\n\nLoan growth at district member banks over thefirst three months of 1972 continued to expand atabout the 13 percent seasonally adjusted annual rateof the previous quarter.This growth was approximatedat both large urban banks and rural and small urbanbanks throughout the district.  \nAt large urban banks much of the first-quarteroverall gain of loans was due to continued strengthin net business lending.Following a large expansiontoward year-end 1971,business loans registered a$53 million gain in January as opposed to an averagedecline of $22.5 million for that month in the previousfour years.The March advance of $33 million wasalso somewhat greater than normal.  \nLoans outstanding at rural and small urban banksgrew at a 12 percent seasonally adjusted annual rateduring the first quarter,only slightly below thefourth-quarter pace.This was probably due in part tomore rapid sales of machinery and equipment in ruralareas of the district.  \nin contrast to the overall loan growth at largeurban banks in the
