The speech connects postwar disruption with the need to return to first principles, then frames core questions about what capital is, who should own it, and how it should be regulated. \nH3e n,13,1929 \n# MODERN\n\nCAPITALISM \nGentlemen: \nIt gives me genuine pleasure to convey to thisfinancial center on the Pacific Coast, the greetingsand good wishes of the principal American financialcenter on the Atlantic, and to express my deep ap-preciation for the very whole-hearted welcome whichhas already been accorded to me here.We allrealize,I am sure, the vital need of more completeco-operation between all parts of our great countryand all classes of American society,as well as theneed for a more adequate understanding by us all ofthose basic economic principles upon which not onlypresent-day prosperity, but even the whole structureof modern business and government really rests. The rush of unusual events since the war has largelyobscured many of these economic fundamentals.Extraordinary experiments ingovernmentand financealike have been made, wholly at variance with tra-ditional ideas. In the confused state of present-daythought,many of us have become highly incon-sistent;we are all apt to lapse occasionally intosocialistic fallacies of thought in particular cases, although we would violently repudiate socialism asan economic system. In considering the businessand governmental problems of today,it thereforebehooves us all to return to first principles. In anysuch attempt to examine modern society and moderneconomic institutions critically,we at once encounterthe problems of modern capitalism, and begin to askourselves,\"What is capital?”—\"Who should ownit?”—“To what extent and in what ways shouldcapital be regulated?” \nI realize that it has been with some justice thateconomics has been called\"the dismal science.\"Ihave no desire to inflict upon you merely abstractand academic considerations, but rather to reviewbriefly and from the business man's standpoint afew of the leading economic principles regardingmodern capitalism as we all encounter them in ourown daily lives. \nII \nWe are living in an age and a society based uponcapital, and in some ways dominated by it.In-evitably,therefore,we all have genuine convictionsand ideas, not only as to how capital should be em-ployed,but also how it should be owned and regu-lated.Yet few of us,I imagine, often stop to definejust what we mean by“capitalism.”Certainly, much of the confused thought which one encounterstoday in regard to the ownership or regulation ofcapital, springs from inaccurate ideas as to whatcapital really is. \nCapital essentially consists of those things whichwe obtain by our present exertions, but which,in-stead of consuming at once,we devote to the futureproduction of wealth. There is no capital whichsomeone did not in the first instance have to preservefrom consumption in just this way.All the pro-ductive tools of modern civilization are capital.Theworkman’s pick and shovel are capital,no lessthan the facilities of the larges","cbCaihqNBhFF5t2o","https://ap.wps.com/l/cbCaihqNBhFF5t2o","pdf",759527,16,"English","#
