inmates continues 60 percent higherthan the rate in males yet fewer ser-vices are available in many states. \nOverall,3.4 percent of femalesand 2.1 percent of males were HIVpositive in 1999. \nMore than 20 percent of femaleinmates were HIV positive in theDistrict of Columbia,Nevada andNew York.In every state, the per-centage of women with HIV washigher than men. \nData from the Bureau of JusticeStatistics also show the overall per-centage of inmates with HIV out-side Connecticut,Massachusetts and New York is continuing to in- crease and raises questions abouthealth care funding in states whosebudgets were cut in the most recentlegislative round. \nBJS said every region exceptthe Northeast reported the percent-age of all inmates with HIV in-creased from 1997 to 1999.The to-tal number of HIV cases for federalprisons and all states rose for thethird consecutive year. \nEven in the Northeast everystate except Connecticut.Massa-chusetts and New York experiencedgains or no change \nExcluding the three Northeast- \nern states, the number of inmateswith HIV increased 17 percent from1997 to 1999. \nAny changes in New York, however, have an exceptional effecton the data since the state accountsfor more than one-fourth of all HIVcases nationwide. \nAlthough HIV is rising, deathsfrom full-blown AIDS plunged in1999 to only 24 percent of the num-ber that died in the peak year 1995. \nBut AIDS remained the second-leading cause of death among in-mates. \nPrisons using protease inhibi-tors and multiple theories and those releasing inmates in the final stagesof AIDS account for the fall indeaths of those incarcerated. \nThe BJS data suggested thatmuch of HIV reduction could be at-tributed to fewer inmates with HIVentering prisons, especially in NewYork where most of the HIV/AIDScases are concentrated. \nBecause the total number ofinmates grew more rapidly duringthe study period.the percentagewith HIV declined. \nHIV/AIDS continued to bemore than five times as prevalent inprisons and jails than in the generalpopulation. \nPage 2 \n## MISSOURI ADOPTS NEWPOLICIES FOR FEMALES\n\nMissouri has adopted new stan-dards to improve services for a fe-male inmate population that hasdoubled over the past decade. \nMissouri has the nation's eighthlargest women's inmate population, according to the Bureau of JusticeStatistics. \nThe female population is alsogrowing faster than the male.Mis-souri is also one of the states inwhich HIV is rising among females. \nThe Corrections Departmentwill establish an office to overseethe program, with a special advisorypanel to help the administrator iden-tify needs and gather the resources. \nThe key feature of the Women'sOffender Program is to encourageinmates to take charge of their livesby giving them more independencein prison than they previously hador that males get. \n\"If correctional staff continuesto make decisions for them insteadof teaching them to weigh theirchoices and make correct decisions, the problem is perpetuated,\"Gov.Bob Holden said. \nThe office will design moregender-specific programs that
