The Executive Directors considered the President’s Memorandum entitled “IBRD Sustainable Annual Lending for FY21 and Size of Crisis Buffer”(R2020-0126; /1, dated June 2, 2020 and June 23, 2020, respectively) and approved the recommendations contained in paragraph 43 of the Memorandum of the President.  \n3. The Executive Directors considered the President’s Memorandum entitled “Allocation of IBRD FY20 Net Income and Waivers of Loan Charges for FY21”(R2020-0127; /1-2, dated June 2, 2020, June  \n23, 2020 and June 29, 2020, respectively) and approved the recommendations contained in paragraph 34 to 36 of the Memorandum of the President. Messrs. Davidse, Haarde and Hwang wished to be recorded as abstaining. Mmes. Kabagambe and Shuaibu and Messrs. Buisse, Kinder, Pagano, Tchatchouang and Yang wished to be recorded as opposing the recommendation to suspend the IDA transfer in the Net Income paper.  \nAdjournment  \n4. The Executive Directors approved the recommendation contained in paragraph vi of the President’s Memorandum entitled “Transition from IDA18 to IDA19”(IDA/R2020-0253, dated June 17, 2020) .  \nUpdate on IDA Financial Outlook and Commitment Charge Recommendation for FY21  \n2. The Executive Directors approved the recommendation in the President’s Memorandum entitled“Update on IDA Financial Outlook and Commitment Charge Recommendation for FY21”(IDA/R2020- 0254, dated June 17, 2020) recommending that Executive Directors approve keeping the commitment charge on both IDA concessional credits and grants at zero for FY21 .  \nBenin – Benin First Fiscal Management and Structural Transformation Development Policy Financing: Supplemental Financing  \n3. The Executive Directors approved on June 26, 2020 the development policy credit in the amount of EUR 23 million (US$25 million equivalent) and development policy grant in the amount of SDR 18.3 million (US$25 million equivalent) to Benin for the Benin First Fiscal Management and Structural Transformation Development Policy Financing: Supplemental Financing on the terms and conditions set out in the President’s Memorandum (R2020-01220, dated June51, 2020) .  \nMozambique – Grant – National Urban Development and Decentralization Project  \n4.
