The Executive Directors discussed the President’s Memorandum and Recommendation (R2024-0270, dated November 21, 2024) and approved a loan in the amount of US$1.051 billion to Ukraine for a Second Growth Foundations Development Policy Operation on the terms and conditions set out in the President’s Memorandum. Mr. Morozov wished to be recorded as objecting.  \nTajikistan-IDA Financing Envelope and Grant-Rogun Hydropower Program using the Multiphase Programmatic Approach including Phase 1 Grant for the Sustainable  \nFinancing for Rogun Hydropower Project  \n3. The Executive Directors discussed the President’s Memorandum and Recommendation (IDA/R2024-0318;/1-2, dated November 20, 2024, November 20, 2024, and December 16, 2024 respectively) and approved a financing envelope totaling US$650 million equivalent, including an IDA grant in the amount of SDR 258.1 million (US$350 million equivalent) for the first phase, to Tajikistan for the Sustainable Financing for Rogun Hydropower Project on the terms and conditions set out in the President’s Memorandum.  \nAdjournment  \n4.
