The Executive Directors discussed the President’s Memorandum and Recommendation (R2024-0013[IDA/R2024-0016];/1-6, dated February 1, 2024, February 12, 2024, March 13, 2024, and March 21, 2024 respectively) and approved IBRD/IDA financing envelope in the amount of US$2 billion (up to US$1.69 billion from IBRD and up to US$0.31 billion from IDA) to Europe and Central Asia region for the Europe and Central Asia Renewable Energy Scale-up (ECARES) Program, using the Multiphase Programmatic Approach (MPA), including in parallel: (i) loans in the amount of EUR 600 million with the guarantee from the Republic of Türkiye, comprising a loan in the amount of EUR 300 million to the Industrial Development Bank ofTürkiye A.Ş . (Türkiye Sınai Kalkınma Bankası [TSKB]) and a loan in the amount of EUR 300 million to the Development and Investment Bank ofTürkiye A.Ş . (Türkiye Kalkınmave Yatırım Bankası [TKYB]); and (ii) Clean Technology Fund (CTF) loans in the amount of US$30 million with the guarantee from the Republic ofTürkiye, comprising a loan in the amount of US$15 million to TSKB and a loan in the amount of US$15 million to TKYB as Phase 1 of the MPA for the Accelerating the Market Transition for Distributed Energy Program-for-Resultson terms and conditions set out in the President’s Memorandum.
