\n Thursday,October 10,1985 \n# MINORITY INSTITUTIONS COULD GET ADDITIONAL FUNDS IN REVISED TITLE III\n\nColleges serving large numbers of minority students would get a double shot inthe arm under a measure approved by the House Postsecondary Education Subcom-mittee yesterday. \nThe panel,in its first markup of a bill to reauthorize the Higher EducationAct,provided that additional support by revising Title III aid for developinginstitutions and adding a new section to help only historically biack colleges. \nUnder current law,Part A of Title III provides funds to Improve institutionalquality for institutions serving a large number of low-income students, whilePart B offers short-term funds for planning and management assistance for thatsame group of colleges. The new proposal would combine Parts A and B into anew Part A and add a new Part Bstrictly for historically black inatitutions. \nNew Challenge GrantsThe panel also approved a new Part C that wouldprovide challenge grants for strengthening endowments to institutions eligiblefor other Title III funds. That part would be authorized at $50 million. \nIn addition to a new Title III,subcommittee members revised TItle II libraryprograms and Title VI international education programs by making minor changesfrom the draft bill prepared by subcommittee staff(HED,Oct.8). \nThe new Title III proposal, which would take effect in fiscal 1987,would beauthorized at $337.5 million.Title III is currently authorized at $270 mil-lion and received a $141 million appropriation for fiscal 1985. \nSmaller SetasideThe new Part A of Title III would be authorized at $175million,under the panel's plan, for all institutions serving large numbers oflow-income students.of that amount,$47.5 million would be reserved forinstitutions with large numbers of blacks,Native Americans,Hispanics andother minorities. In addition, the new Part B would authorize s110 million tohistorically black colleges. \nSubcommittee members yesterday thwarted a move by several Republicans to alterthe revised Part A. Because of the new section, some panel members díd notthink $47.5 million of the Part A funds should be reserved strictly for mi-nority institutions. \nRep.Thomas Tauke,R-Iowa,said many institutions serving large numbers of low-income students could be \"shut out\"of Title III money if the appropriationfalls far below the authorization level.Part A of Title III currently has a$65.8 million appropriation, which would leave less than $20 million for theremaining institutions.(more) \n October 10,1985 \n# MINORITY INSTITUTIONS COULD GET ADDITIONAL FUNDS(Cont.)\n\nTauke proposed that minority institutions be allowed a 30 percent reservationinstead of $47.5 million, but his amendment failed 15-4.\"I want to be as fairas I can to [minority]institutions,\"Tauke said.\"But I don't think we shouldsqueeze out other kinds of institutions.\" \nIn other action yesterday, the panel made little change to Title II and TitleVI programs. \nTitle II,which provides grants for library resources, would have its authori1-zation reduced from $85.75 million to $35 million. The program, which funds1ibrary training and support for research libraries, got $6.9 mill1on in fiscal1986. \nThe subcommittee also would repeal authorization for a National PeriodicalsCenter, which was never funded, and add a new College Library Technology andCooperation Grants program。Under that program, institutions that demonstratehigh technology needs could receive grants for planning,development,acqu1-sition,maintenance and replacement of technological equipment. \nFunding authorization for Title VI,which provides grants for foreign languagestudies, would drop from $87.5 million to $78 million. The program got$25.6 million in fiscal.1985.Although only minor changes were made, the lawwould be rewritten under the panel's proposal to emphasize the programs'con-tribution to the U.S.economy and long-range security. \nPanel Chairman William Ford,D-Mich。,said he intended ","cbCaid3WBr68pP26","https://ap.wps.com/l/cbCaid3WBr68pP26","pdf",1938083,"English","# MINORITY INSTITUTIONS COULD GET ADDITIONAL FUNDS IN REVISED TITLE III\n## New Challenge Grants\n## Smaller Setaside\n# MINORITY INSTITUTIONS COULD GET ADDITIONAL FUNDS (Cont.)\n## Title II and Title VI program revisions\n# ELEMENTARY STUDY GROUP TO LOOK AT TEACHER PAY, FAMILY ROLES\n# GAO REPORT INDICATES ED PARTLY AT FAULT IN FOREIGN MEDICAL SCHOOL PROBLEM","[{\"question\":\"What is the main change proposed for Title III under the revised plan?\",\"answer\":\"Parts A and B would be combined into a new Part A, with a new Part B added specifically for historically black institutions.\"},{\"question\":\"What new funding component was approved alongside the revised Title III proposal?\",\"answer\":\"A new Part C would provide challenge grants to strengthen endowments for institutions eligible for other Title III funds.\"},{\"question\":\"What other titles were revised during the subcommittee actions?\",\"answer\":\"Title II library programs and Title VI international education programs were revised with minor changes, including adjustments to authorization levels and an emphasis on U.S. economic contribution and long-range security.\"}]","MINORITY INSTITUTIONS COULD GET ADDITIONAL FUNDS IN REVISED TITLE III - Revised Title III | PDF",1790644931,18]
