territorial distribution of the Brazilianpopulation in the past, during the last decades the national migratory currents have consider-ably intensified in the interior of Brazil. \nThe internal exchange of the population is heavily increasing and presently constitutesone of the most important aspects of the turbulant socio-economic scene of Brazil,as inthe rest of Latin America. \n# Increase of the Horizontal Mobility of the Brazilian Population\n\nThe growing importance of this phenomenon especially in comparison with a)thevolume of the foreign immigration which has considerably decreased in the last fifty years1andb)the relatively insignificant proportion of Brazilian emigration, must be emphasized². \nSuch mass migration movements of not only regions, but also among Brazilian states, inevitably cause a series of problems, worthy of much attention,in a growing rhythmwithin the States'limits:a)for emigration regions b)for immigration regions c)for themigrants themselves d)for the whole country. \nActually,these movements present in general a preponderant or even exclusive characterof spontaneous and undirected migration, thus chaotic and anarchic. However, accordingto a rather widespread opinion,in all their phases and particularities and especially inwhatever concerns their orientation, they ought to be subject to regulations dependingon the national migratory politics, whose activity is still very weak. \nFor various reasons the National Institute of Immigration and Colonization(INIC),principal instrument of federal action in this matter until October 1962,was not able toentirely dominate these currents,in spite of all the efforts put forth ³.The SUDENE,organ charged with the planned development of the
