Introduction and background  \nThe Law of the Kyrgyz Republic “On Microfinance Organizations in the Kyrgyz Republic” dated July 23, 2002, No. 124 (the “Law”) explicitly states that microfinance organizations must have social goals. Microfinance organizations (MFIs) in particular have a goal to provide accessible microfinance services to the population in order to contribute to poverty reduction, improved employment rate, development of entrepreneurship and social mobilization of the population of the Kyrgyz Republic. The law was adopted over 17 years ago but there has been little research on the impact that microloans make on borrowers in the country. Meanwhile, there were concerns raised about the interest rates charged by microfinance organizations.  \nThe study was undertaken to evaluate the role of microfinance organizations in financial inclusion and the impact of their services on poverty and well-being of borrowers. For the purposes of the study, there were 1,010 MFI borrowers surveyed about changes in their lives and businesses that they attribute to loans using a recall technique. Survey respondents were sampled from Ishenim, the only national credit bureau that aggregates information from 324 formal lenders. To comply with data privacy laws, borrowers’ information was shared directly with the financial service providers, who asked their clients ’ consent for disclosure before passing on their contacts to the surveying agency. Given the complexity of the process, the list of participating MFIs was narrowed down to 12 institutions that cover 92% of microfinance borrowers and five local commercial banks that work with a comparable client segment. The client survey was undertaken by Erfolg Consult, a local research agency, while MFR, a global rating agency specialized in responsible financial inclusion, assisted with the development of survey tools and the analysis/consolidation of results.  \nTo study the pricing aspect of the provided services, 62 MFIs of different sizes and legal types were interviewed and a voluntary call for submission of financial and social performance data was announced. The survey aimed at understanding how institutions set their loan prices including loan fees and what recommendations they have to stakeholders of the formal financial sector on what factors can lower the cost of credit. Qualitative information was complemented by calculations of total loan cost born by microfinance institutions, although data was submitted by only 12 MFIs which was not fully representative of the sector.  \n2. Main findings  \nThe profile of the survey respondents shows that microfinance institutions have good outreach to first-time borrowers including those in vulnerable age groups (\u003C30 and >60 years old) and female clients. Female borrowers made up 59% of all respondents, while around 35% of the young (\u003C30 years) and 15% of senior (>60 years) surveyed MFI borrowers have never accessed formal financial services before obtaining a loan with an MFI. This indicates an important role played by the sector in  \nfacilitating financial inclusion of population groups, whose access to the formal financial sector may otherwise be limited. For example, the 2017 Findex survey showed that there were fewer female and young adult (15-24 years) respondents with a bank account (39% and 27% respectively) than male respondents (41%). Upon gaining experience with microfinance loans, borrowers graduate to banking services as implied by a higher share of experienced borrowers surveyed from the sample of banks.  \nBorrowers’ feedback implies that microfinance institutions provide a faster service with more lenient documentation and collateral requirements than banks.
