MICHIGAN EDUCATIONJOURNALOCTOBER 15 NEWS\n\nA Primer on Tenure \nstarted to movc up a salaryschedule which provides anantomatic annual increment. Therefore, from the very begin-ning of his career,he can de-vote himself enthusiastically tothe pursuit of professional ex-cellence,or he can contcnt him-self with meeting the barestminimum standards of medi-ocrity.Either way his tangiblerewards will be thc same.” \nAS EDUCATORS amass thesignatures needed to obtainstatewide tenure through an in-itiative campaign they are con-fronted by a number of ques-tions.In a few cases thequestions indicate a lack ofknowledge by educators aboutwhat tenure means and what itcan do for education in Michi-gan. \nIn an articlc titled \"HowCttizens Look at Teacher Ten-ure”Cass asserted that althoughthe stated purpose of tenuregives cqual weight to the secur-ity of the teachcr and to thewelfare of the child, the im-pression given by tenure in op-cration is that virtually thewhole emphasis has been toprotect individual teachers一even when they are a liabilityto the profession. \nis offcred and the guarantcethat, oncc past the probationaryperiod, teachers nevcr developattributes that make them unfitto teach. \nAnother question troublingthe public mind,Cass observed,is whether a tenure teacher canbe removed with reasonable fa-cility if he does become unfitto teach.“Every tenure lawmakes some provision for re-moving teachers who shouldnot remain in the classroom,”he said.\"Seemingly,however,the main effort of the profes-sion has been directed at mak-ing such removal more diffi-cult.” \nIn other cases a leadingproblem may be that the lay-sought harbor certain precon-ceived-but not necessarily ac-cnrate-notions about tenure. \nThe public concludes,Casswarned, that the relationshipbetween tenure and the welfareof children in the classroom isneither close nor clear;that theteaching profession has notmoved forcefully and effectivelyto police itself;that the real ob-jective has become securityrather than more effectiveteaching, and that tenure toooften eliminates incentives toimprovement that are gcnerallyaccepted as valid in Americansociety. \n“”This seems to leave pu-pils and the public to bene-fit through some ill-defined'trickle-down’process as theprofession slowly upgrades itsmembers,\"he said. \nPrecisely this latter subjectwas taken up in School and So-ciety magazine by James M.Cass, former research directorof the National Citizens Coun-cil for Better Schools. He de-scribed some of the objectionsto tenure as voiced by the pub-lic—the same,or similar to,questions which Michigan edu-cators should be prepared toanswer as they seek the citi-zenry's approval of our drivefor tenure. \nCass also maintained that al-though the public is aware ofthe protection from incompe-tent teachers offered by theprobationary period, citizens arenot convinced that the twoclearly implied conditions tosatisfactory, operation of thissafeguard always exist. He de-scribed these conditions as theimposition of rigorous standardsof selection at the time tenure \nOffering a candid view ofhow many citizens regard ten-ure,Cass continued: \n\"This is the picture as manylaymen see it:a young teacher, fresh out of college, still in hisearly 20s,spends three yearsdeveloping the rudiments ofprofessional competence.Hebehaves himself and is giventenure;he has a job gnaran-tecd for life.Already he has \nBecause some laymen mayvoice objections to teacher ten-ure along the lines suggestedby Cass, and along lines sug-gested by situations in Michi-gan's individual school districts,we present in these pages anumber of questions and theiranswers. While every conceiva-ble matter of apprehension can-not be listed,we believe that afamilarity with the leadingwill be sufficient in most casesto suggest the answers to re-lated qucries. \nMeeting in Lansing on Oct.5,about 150 tenure chairmen and other leaders in the drive for statewide tenureattended general session and then small-group discussions. \nAs noted,Cass mentions theques","cbCaigHzprilKG0p","https://ap.wps.com/l/cbCaigHzprilKG0p","pdf",873115,"English","# Frequently Asked Questions on Tenure\n## Why
