\nThe police department has pro-vided CIT training for about 25 per-cent of its 3,000 officers that serve acommunity of 2.3 million residents.  \nThe training material identifies11 topics to be covered during the 40-hour program for team members.Theprogram educates officers about men-tal illness and trains them on the dif-ferent tools they can use to deescalateconfrontations when they come intocontact with persons suffering fromschizophrenia,bipolar disorder orother severe mental illness.  \nThe 40-hour program is targetedat front line officers with 3 to 5 yearsof experience.Recruits receive 16hours of instruction specific to per-sons in mental health crisis.  \nBesides police officers,thecounty has begun to extend the train-ing to correctional officers and offersthe program to other law enforcementagencies throughout the state.  \nDispatchers are trained to ask on911 calls from family memberswhether the incident involves an in-dividual with a mental illness.Whenthe answer is positive,the dispatcheris under a directive to assure that aCrisis Intervention Team member isthe responding officer or among theresponding officers.  \nCIT Training Coordinator HabsiKara Robbins said police and jails areincreasingly becoming the sanctuaryfor mentally ill persons and that mostof the calls for CIT officers comefrom health care facilities.  \nFor incidents on the streets,offi-cers are trained to direct individualsto a crisis stabilization unit ratherthan ajail.  \nThe CIT program has 15 mentalhealth scenarios designed for the can-didates to complete in a rapid
