Mr. Wisner wished to be recorded as abstaining.  \nDirectors expressed broad support for the Project’s One-World Bank Group approach to supporting the Government of Mexico in reforming the country’s infrastructure finance sector in support of the 2025-2030 National Development Plan. They noted the importance of robust policy frameworks and institutional capacity. Directors recognized the strong value-add of the IBRD in strengthening the capacity of Mexico’s existing financial institutions in offering credit enhancement products to maximize private capital mobilization while opening downstream advisory and investment opportunities for IFC.  \nDirectors appreciated the innovation of the Local Currency Mobilization Facility (LCMF) feature to scale up private capital mobilization in local currency. They highlighted the Facility’s role in allowing IBRD guarantees to support financial intermediaries programmatically, in high-capacity, middle-income countries.
