Mr. Wisner wished to be recorded as abstaining.  \nDirectors expressed broad support for the Project’s One-World Bank Group approach to supporting the Government of Mexico in reforming the country’s infrastructure finance sector in support of the 2025-2030 National Development Plan. They noted the importance of robust policy frameworks and institutional capacity. Directors recognized the strong value-add of the IBRD in strengthening the capacity of Mexico’s existing financial institutions in offering credit enhancement products to maximize private capital mobilization while opening downstream advisory and investment opportunities for IFC.  \nDirectors appreciated the innovation of the Local Currency Mobilization Facility (LCMF) feature to scale up private capital mobilization in local currency. They highlighted the Facility’s role in allowing IBRD guarantees to support financial intermediaries programmatically, in high-capacity, middle-income countries. Directors also inquired about scaling and replicating the Platform to additional sectors in Mexico, and to other middle-income countries.  \nDirectors took note of the risks associated with the project, including those related to environmental and social issues as well as institutional capacity. They appreciated the mitigation measures built into the Project’s design and encouraged Management to monitor their adequacy during implementation. Directors also encouraged IBRD, MIGA, and IFC to continue working together to share international best practices for management of credit-enhancement mechanismsand infrastructure project finance
