It will also ensure that new activities have sufficient time to complete their full project cycle, while preserving the continuity and coherence of activities already underway or at an advanced stage of preparation. The proposed name change reflects the Trust Fund’s evolving scope and strategic positioning, and more clearly articulates its role and programmatic focus within the Bank. \nBackground \nOn June 12, 2012, the World Bank's Board of Directors approved 1 the establishment of the GPSA (TF071866) as a strategic funding mechanism to support more effective public service delivery through strengthened citizen-state collaboration. The GPSA brings together a coalition of donors, governments, and civil society organizations (CSOs) to operationalize collaborative social accountability approaches as practical tools to enhance transparency, strengthen citizen engagement, and build government capacity to respond effectively. By fostering constructive engagement between civil society and public institutions, GPSA supports improved service delivery and more responsive and accountable implementation of public programs, thereby contributing to the World Bank’s broader goals of reducing poverty and promoting shared prosperity. In August 2016, a parallel Trust Fund (TF072651) was established following the introduction of the 2016 Cost Recovery Framework, under which new donor contributions became subject to applicable Trust Fund cost recovery fees. \nIn January 2020, Bank Management approved: (i) an extension of the End Disbursement Date from June 30, 2022 to June 30, 2026; and (ii) updates to the governance arrangements. \nThrough grants, technical support, and knowledge activities, the GPSA has supported civil society organizations in partnering with public institutions and other stakeholders to address service delivery and \n1 World Bank. 2012. In doing so, GPSA has demonstrated that well-structured civil society collaboration with public institutions can contribute to improved implementation quality, strengthen institutional responsiveness, and generate practical solutions to persistent development challenges. \nSince its launch in 2012, the GPSA has successfully developed and applied a model of social accountability across 39 countries. Through partnerships with CSOs, the GPSA has promoted a multi-stakeholder, systems-based approach to strengthen feedback loops between citizens and public institutions, improve targeting and delivery of services, and enhance accountability in the use of public funds.
