Finance,e  \nA BILL  \nTo amend the Social Security Act to guarantee comprehen-sive health care coverage for all children born after 2008.  \n1Be it enacted by the Senate and House of Representa-  \n2 tives of the United States of America in Congress assembled,  \n3 SECTION 1.SHORT TITLE;TABLE OF CONTENTS;FINDINGS.  \n4(a)SIIORT TITLE.—This Act may be cited as the  \n5“MediKids Health Insurance Act of 2007”.  \n6(b)TABLE OF CONTENTS.—The table of contents of  \n7 this Act is as follows:  \nSec.1.Short titlc;table of contents;findings.  \nSec.2.Benefits for all children born after 2008.  \n\"TITLE XYT—MEDIKIDS PROGRAM  \n\"Sec.2201.Eligibility.  \n2  \n“Sec.2202.Bencfits.“Sec.2203.Preniums.  \n\"Sec.2204.MediKids Trust Fund.\"Sec.2205.Oversight and accountability.  \n“Sec.2206.Inelusion of care coordinatioln services.\"Sec.2207.Adninistration and miscellaneous.  \nSec.3.MediKids prenium.  \nSec.4.Refundable credit for certain cost-sharing expenses under MediKids pro-gram.  \nSec.5.Report on long-term revenues  \n(c)FINDINGS.—Congress finds the following:  \n1  \n2(1)More than 9 million American children are3uninsured.  \n4(2)Children who are uninsured receive less5medical care and less preventive care and have a6poorer level of health,which result in lifetime costs7to themselves and to the entire American econony.  \n8(3)Although SCHIP and Medicaid are success-9fully extending a health coverage safety net to a10growing portion of the vulnerable low-income popu-11lation of uninsured children,they alone cannot12achieve 100 percent health insurance coverage for13our nation's cliildren due to inevitable gaps during14outreach and enrollment,fluctuations in eligibility,15variations in access to private insurance at all in-16come levels,and variations in States'ability to pro-17vide required natcliing funds.  \n18(4)As all segnelits of society continue to be-19come more transient,with nany changes in employ-20ment over the working lifetime of parents,the need  \n●S 2522 IS  \n3  \n1for a reliable safety net of health insurance which2follows clildren across State lines,already a major3problem for the children of migrant and seasonal4farmworker's,will become a major concern for all5families in the United States.  \n6(5)The medicare program has successfully7evolved over the years to provide a stable,universal8source of health insurance for the nation's disabled9and those over age 65,and provides a tested model10for designing:a,program to reach out to America's11children.  \n12(6)The problem of insuring 100 percent of all13American children could be gradually solved by auto-14matically enrolling all children born after December1531,2008,in a program modeled after Medicare(and16to'be known as\"MediKids\"),ánd allowing those17children to be transferred 'into other equivalent or18better insurance programs,including either private19insurance,SCHIP,or Medicaid,if they are eligible20to do so,but maintaining the child’s default enroll-21ment in MediKids for any times when the child's ac-22cess to other sources of insurance is lost.  \n23(7)A family's freedom of choice to use other in-24surers to cover children would not be interfered with25in any way,and children eligible for SCHIP and  \n4  \n1Medicaid would continue to be enrolled in those pro-2grams,but the underlying safety net of MediKids3would alvays be available to cover any gaps in insur-4ance due to changes in medical condition,employ-5ment,income,or marital status,or other changes af-6fecting a child’s access to alternate
