The Act also mandates a study of rural access to covered medical disability examinations, including comparisons, root-cause analysis, and a one-year improvement plan for access solutions.","II  \n119TH CONGRESS 1ST SESSION  \nS. 2493  \nTo amend title 38, United States Code, to improve matters relating to medical examinations for veterans disability compensation, and for other purposes.  \nIN THE SENATE OF THE UNITED STATES  \nJULY 29, 2025  \nMr. BLUMENTHAL (for himself and Mr. MURPHY) introduced the following bill; which was read twice and referred to the Committee on Veterans’ Affairs  \nA BILL  \nTo amend title 38, United States Code, to improve matters relating to medical examinations for veterans disability compensation, and for other purposes.  \n1 Be it enacted by the Senate and House of Representa- 2 tives of the United States of America in Congress assembled, 3 SECTION 1. SHORT TITLE.  \n4 This Act may be cited as the ‘‘Medical Disability Ex- 5 amination Improvement Act of 2025’’.  \n2  \n1 SEC. 2. PILOT PROGRAM ON CONDUCT OF MEDICAL EXAMI- 2 NATIONS AT MEDICAL FACILITIES OF DE- 3 PARTMENT OF VETERANS AFFAIRS FOR VET- 4 ERANS DISABILITY COMPENSATION CLAIMS  \n5 UNDER LAWS ADMINISTERED BY SECRETARY  \n6 OF VETERANS AFFAIRS.  \n7 (a) PILOT PROGRAM AUTHORIZED.—The Under Sec- 8 retary of Benefits may carry out a pilot program to assess  \n9 the feasibility and advisability of providing for the conduct  \n10 of medical examinations, or obtaining medical opinions, 11 under section 5103A(d) of title 38, United States Code, 12 at medical facilities of the Department of Veterans Af- 13 fairs.  \n14 (b) LOCATIONS.—In carrying out the pilot program  \n15 under this section, the Secretary shall carry out the pilot  \n16 program at medical facilities of the Department as follows:  \n17 (1) In fiscal years before fiscal year 2027, med- 18 ical facilities in not more than one Veterans Inte- 19 grated Service Network of the Department of Vet- 20 erans Affairs selected by the Under Secretary for  \n21 Benefits, in coordination with the Under Secretary  \n22 for Health, for purposes of the pilot program under  \n23 this section.  \n24 (2) In fiscal year 2029, medical facilities in not  \n25 more than three Veterans Integrated Service Net- 26 works of the Department of Veterans Affairs se-  \n3  \n1 lected by the Under Secretary for Benefits, in co- 2 ordination with the Under Secretary for Health, for  \n3 purposes of the pilot program under this section.  \n4 (3) In fiscal year 2031, medical facilities in not  \n5 more than six Veterans Integrated Service Networks  \n6 of the Department of Veterans Affairs selected by  \n7 the Under Secretary for Benefits, in coordination  \n8 with the Under Secretary for Health, for purposes of  \n9 the pilot program under this section.  \n10 (4) In fiscal year 2033, medical facilities in not  \n11 more than 10 Veterans Integrated Service Networks  \n12 of the Department of Veterans Affairs selected by  \n13 the Under Secretary for Benefits, in consultation  \n14 with the Under Secretary for Health, for purposes of  \n15 the pilot program under this section.  \n16 (5) In fiscal year 2035 and each fiscal year  \n17 thereafter, medical facilities in through such Vet- 18 erans Integrated Service Networks of the Depart- 19 ment as the Under Secretary for Benefits, in con- 20 sultation with the Under Secretary for Health, con- 21 siders appropriate for purposes of the pilot program  \n22 under this section.  \n23 (c) REPORT TO CONGRESS.—  \n24 (1) IN GENERAL.—If the Under Secretary com- 25 mences conducting a pilot program pursuant to sub-  \n4  \n1 section (a) before the date that is two years after  \n2 the date of the enactment of this Act, the Under  \n3 Secretary shall, not later than two years after the  \n4 date of the enactment of this Act, submit to Con- 5 gress a report on the findings of the Under Sec- 6 retary with respect to the pilot program.  \n7 (2) CONTENTS.—The report submitted pursu- 8 ant to paragraph (1) shall include an assessment of  \n9 the Under Secretary of the effect of the use of the  \n10 authority provided by subsection (a) on the cost, 11 timeliness, quality, and capacity of the Department  \n12 to provide medical","cbCaia6XGimpwSWM","https://ap.wps.com/l/cbCaia6XGimpwSWM","pdf",264386,2,1,15,"English","en",105,"# SECTION 1.
