gross national product as reportedby Department of Health,Education and Welfare.Included in thecost are expenditures for personal health care as well as other expendi-tures for activities, such as research and medical facilities construction.Personal health care costs have risen $47.5 billion in twenty years,from$10.5 billion in 1950 to $58.0 billion in 1970.Increases in pricesaccounted for $22.1 billion of the rise, population growth for $8.3billion,and increased use of services for $17.1 billion. \nFastest rising medical care prices in recent years have been hospital dailyservice charges. From fiscal year 1965 to 1970,they rose at an annualrate of 12.8%,compared to 5.7%for all medical care prices.Physicians'fees have also increased rapidly, averaging 6.2%annually for the sametime period. \nSpending for personal health care in the U.S.averaged $280 per personin fiscal year 1970.The bill averaged $791 per aged person-six timesthat for a youth($123)and over two times that for a person in theintermediate age group($296).Of the $58 billion in personal healthcare expenditures in fiscal 1970,27%was spent by or on behalf of theaged(65 and over),who make up 10%of the total population.Con-versely,16%was spent for the 37%of the population who were under19 years of age. \nBoth the public and private sectors finance the medical care costs.Theprivate share has always been the greatest, but in recent years, publicfinancing has been increasing. In fiscal 1966,the year before Medicareand the beginning of Medicaid, public funds provided 26 cents of eachmedical care dollar.By fiscal 1970,the public portion reached 37 cents.Over the last decade, private medical care dollars have doubled andpublic dollars quadrupled. \nINDUSTRIAL PRODUCTION \nIndustrial production increased by 0.7%in December to an index of 107.8(1967=100),3%above a year earlier but still 3.7%below the 1969 high.About one-half of the December increase reflected the recovery in coalproduction from the strike-curtailed level. There were output gains insome other materials and in consumer goods and business equipment. \nProduction of most household appliances rose further but output of con-sumer staples declined.Auto assemblies were unchanged from theNovember annual rate of 8.6 million units.Production of industrialequipment increased in December but output of other business equip- economy, according to a November-December survey conducted for The Con-ference Board.Slightly more persons label business conditions as“good”(16%compared to 15%during September-October).And slightlyfewer complain that“jobs are hard to get”(40%against 43%earlier).But there has been no significant change in the proportion of peoplelooking for business and employment prospects to improve but steady recovery of con-sumer expectations. \n# ECONOMIC OUTLOOK\n\nOptimistic forecasts for the U.S.economy in 1972 were made by TheConference Board's Economic Forum, comprised of ten prominenteconomists, who predicted a significant drop in inflation and a slightdecline in unemployment to about 5.4%. \nGross national product was projected at $1,143 billion for 1972,an 8.7%increase
