Measuring the Effectiveness ofResearch Grant Getting*\n\nCHARLES H.BÉLANGER**and ROBERT LACROIX+ \n## ABSTRACT\n\nTo a very large extent, the national and international reputation of majorresearchuniversities depends upon their research performance. That explains whycompetition is so fierce among them to get as much as they can from the threeCanadian government major granting agencies. This study demonstrates howperformance indicators were developed to measure the effectiveness of researchgrant getting among eleven Canadian universities. It shows how amount of moneyreceived, size of teaching staff, and disciplinary characteristics were standardizedto yield objective disciplinary and institutional rankings. \nIn 1984-1985,the Government of Canada invested 0.7 billion$in academicresearch through grants. That money was seen as a direct means to develop andtrain hundreds of young people,to contribute to the attainment of national eco-nomic growth, and to promote the production of new knowledge.Although thismoney constitutes a substantial capital outlay from the grantor's vantage point, itplays an even more important role in the organization of academe(Jencks andRiesman,1969;Light,1974). \nUniversities expect research activities from their faculty members in order tocomplete the triangle of their three major functions:teaching, research andservice. The range of faculty workload percentage devoted to research inuniversities was found to vary between 14%and 25%on the basis of types ofinstitutions (Ladd&Lipsett,1972,1974,1976;Baldridge et al.,1978;Berkeley,1978).Notwithstanding the existence of other forms of research output, publications are almost universally recognized by academics as the competenceand performance test.To make that point, scores of authors have dealt with theevaluation of university professors'research productivity and performance (Jauchand Glueck,1975;Rushton and Meltzer,1981;Ingalls,1982;Université deMontréal,1985).Most were concerned with multiple measures of research outputand impact, and with sophisticated weightings of various kinds of publications forinter-institutional disciplinary comparisons and quality rankings.Due mainly tothe construction of Citation Indices in the Sciences(SCI)the Social Sciences(SSCI),and the Arts and Humanities(A&HCI),the list of articles dealing withbibliometric measures is almost endless. The pros and cons of using bibliometricdata were competently summarized by Moed et al.(1984).By contrast to thosefinely tuned techniques,Jauch and Glueck(1975)studied eighty-six(86)professors in twenty-three(23)departments in natural, mathematical, medical andbiological sciences who had been involved in significant research over a five-yearperiod;they came to the conclusion that effectiveness could be measured by asimple count of the number of publications in respectable journals. \nGetting a grant may not only facilitate publication productivity, but may dependon it.Therefore,it is no great surprise to observe fierce competition amonguniversities and individual scholars to get as much as they can from the nationalpie.Aside from the sheer money involved,grant-supported research attracts highcaliber graduate students, helps to build disciplinary empires, buys modernequipment, promotes
