\nMonday,August 4,1986 \n# MEASURE TO LINK COLLEGE FUNDING TO DRUG EDUCATION DRAWS CONCERN\n\nAlthough they have not had time to assess its possible effects, members of thehigher education community Friday voiced concern about a measure the Houseapproved Thursday that would bar colleges and universities from receivingfederal funds if they do not have drug education programs. \nThe measure, introduced by Rep.Clay Shaw,R-Fla.,and approved as an amendmentto a $13.4 billion fiscal 1987 education appropriations measure, would give theEducation Department discretion to determine what constitutes drug education(HED,Aug.1).The bill is one of several efforts being launched by Congressand the White House to prevent drug abuse. \n\"Clearly we want to help participate in efforts toeradicate drug use on our campuses,\"said Peter Rogoff,a legislative associatefor the National Assocfation of Independent Colleges and Universities.But\"we question whether the appropriate mechanism”is to \"deny needy students atan institution much-needed student aid dollars”if a college “can't respond tothe immediate decree on the appropriations bil1.\" \n# Question The Mechanism\n\nCharles Saunders, vice president of governmental relations for the AmericanCouncil on Education(ACE),said ACE has not taken a firm stand on the measuresince \"we aren't clear yet as to what it's effects might be.\"But he raisedthe concern that the measure may be “contrary to the law”since it would give afederal official authority to dictate what schools and colleges should teach. \nOn first appraisal, the measure appears to be“a perfect example of federalintrusion\"into school programming and curriculum prohibited under the Depart-ment of Education Organization Act,said Saunders. This is “exactly the kindof thing\"that law was intended to circumvent,he added. \nRogoff,who also questioned whether government should be“in the business oftelling our institutions what kind of curriculum they should offer,\"said hewould support incentive programs that promote“positive”approaches to the drugproblem on campuses. But he voiced concern that quality programs are \"not whatyou will get\"if colleges must“come up willy-nilly”with a plan to “complywith a deadline on which their next campus work-study aid\"depends.Givinginstitutions \"the stick instead of the carrot\"is \"not the way to get well-thought-out and well-planned programs,\"he added. \nFred Pfluger, staff assistant for the House Education,Labor and Health and Hu-man Services Appropriations Subcommittee, said any concern about the\"loosely\"worded nature of the amendment and the degree of discretion it gives ED was(more) \n( \n# MEASURE TO LINK FUNDING TO DRUG EDUCATION DRAWS CONCERN(Cont.)\n\n\"overridden by the concern about drug abuse\"reigning in Congress in the wakeof the recent drug-related deaths of college athletes. \nEducation Secretary William Bennett, who at a recent Heritage Foundationaddress raised the notion of barring federal funds to colleges that lacked drugeducation programs,\"has been given a club,\"said Pfluger. But if he uses it1mproperly,the\"club could be taken away,\"he added. \nPfluger added that the Shaw amendment, which many members did not learn ofuntii shortly before it was offered on the House floor, could acquire\"somestrings”as it moves through the Senate and through conference. The SenateEducation,Labor,Health and Human Services Appropriations Subcommittee isexpected to mark up its version of the bil1 tomorrow. \nMore Congress,White House Drug EffortsBennett's press secretary,LoyeMller, said ED\"can't address intelligently\"questions on how it would ad-minister the law until the bill is passed and signed by the president. \nMeanwhile,drug prevention efforts have shifted into high gear recently inCongress and at the White House。House Speaker Thomas O'Neil1,Jr.,last weekannounced plans for a comprehensive omnibus drug bill that would include drugawareness, education, enforcement and treatment programs. \nHouse Education and Labor Committee
