It reviews implementation delays caused by elections and the Covid-19 pandemic, then extends the CPF by one year to FY22 while aligning with national priorities and the Covid-19 crisis response approach. The review contextualizes Mauritius’s inclusive growth challenges—rising debt, weaker export competitiveness, unemployment and inactivity—alongside a strong health response including lockdown measures and vaccine procurement toward herd immunity.","Public Disclosure Authorized Public Disclosure Authorized \nDocument of \nThe World Bank \nFOR OFFICIAL USE ONLY \nReport No. 163455-MU \nINTERNATIONAL BANK FOR RECONSTRUCTION AND DEVELOPMENT \nINTERNATIONAL FINANCE CORPORATION \nMULTILATERAL INVESTMENT GUARANTEE AGENCY \nPERFORMANCE AND LEARNING REVIEW \nOF THE COUNTRY PARTNERSHIP FRAMEWORK \nFOR \nMAURITIUS \nFOR THE PERIOD FY17-FY21 \nAugust 30, 2021 \nSouthern Africa Country Management Unit \nEastern and Southern Africa Region \nInternational Finance Corporation \nMultilateral Investment Guarantee Agency \nThis document has a restricted distribution and may be used by recipients only in the performance of their official duties. INTRODUCTION \n1. This Performance and Learning Review (PLR) assesses progress under the FY17-21 Mauritius Country Partnership Framework (CPF) discussed by the Board on May 23, 2017 (Report No. 112232-MU). The World Bank Group (WBG) program, underpinned by the Systematic Country Diagnostic (SCD) and strategically aligned with Government’s Achieving Meaningful Change program (2015-19), is structured around three focus areas: (i) Increased Competitiveness, (ii) Fostering Inclusion, and (iii) Bolstering Resilience and Sustainability. Preparation of the PLR, originally intended for FY19, was delayed initially due to impending elections (which took place in November 2019) followed by the outbreak of the Covid-19 pandemic. Given changes in context since the start of the CPF and the timing of the review, the PLR serves to: (i) provide an updated assessment of program performance; (ii) adjust the World Bank’s engagement strategy to enhance the program’s relevance and effectiveness; and (iii) extend the CPF by one year through FY22 in line with the WBG
