It questions how major changes were made to an unaccredited English study before accreditation expired, without due curriculum review, consultation, or evaluation. It reconstructs the proposal timeline for an unseen writing test, records teachers’ opposition through VATE channels and public debate, and analyzes broader issues raised for teaching and assessment \nVATE JOURNAL \nIn November last year,English teachers learnt that VCABhad approved a hasty proposal foran unseenwriting test which would constitute anew and untrialled CAT 4 for English.VCAB's justification forthe decision(Desklink 18/11/92)was the need to bring the externally assessed component of Englishto 50%immediately,and without waiting for a properly constituted review of the subject and itsassessment procedures. \nThe framework for the proposed test was initially spelt out in two documents:a paper by Ray Misson, prepared for the VCAB Executive(2/11/92),and a letter by MaryDove(10/11/92),also directed to theVCABExecutive. These sources arecited in the light ofthe Chairmanof VCAB'sdenial of theirexistence(The Age 14/11/92).In fact four days later the test details, identical with the proposals in Mary Dove'sletter, were sent to schools via the Desklink message referred to above. \nEnglish teachers'concern at this ad hoc style of curriculum decision-making was justified, and theirviews were canvassed in a VATE survey and expressed widely to VCAB,to the vice-chancellors of theuniversities and in the press,(see, for example,Mary Mason, senior English Co-ordinator and DavidLoader,Principal of M.L.C.in The Age(19/11/92).English teachers attending the VATE Forum on 1December were also unanimous in theiropposition to the proposed test. How important was this issue? \nWhy,throughout 1992,did VCAB yield topressures for ad hoc changes to the EnglishStudy and the English CATs,on occasionsignoring the recommendations of its ownworking party, its own project officers, itsown test setting panel and its own field ofstudy committee? \nThese are big issues which will,no doubt, engagecurriculum analystsof the future when theycome towrite the history of VCAB.But there are otherquestions raised by VCAB's decision to introduce asuperfluous writing test and which should remainon the agenda in the continuing debate over theteaching and assessment of English? \n# ▽Who owns the English curriculum?\n\nThe short answer is that everyone thinks they do.One of the demoralising experiences for Englishteachers over the past four years has been theunrelenting campaign a","cbCaikEuPpBrZLdh","https://ap.wps.com/l/cbCaikEuPpBrZLdh","pdf",714503,"English","# THE NEW VCE ENGLISH WRITING CAT: What Are the Issues?\n## Contents\n## Applying the assessment criteria to CAT 1, Presentation of an Issue\n## Applying the assessment criteria to Literature CATs 1 and 2\n## The New VCE English Writing CAT: what are the issues?\n## The scene is set for grassroots P.D.\n## A festival of communication projects\n## Back to the Zoo\n# Who owns the English curriculum?","[{\"question\":\"What central decision does the article question about the New VCE English Writing CAT?\",\"answer\":\"It challenges how VCAB approved a hasty proposal for an unseen writing test that would function as a new and untrialled CAT 4 before proper review processes were in place.\"},{\"question\":\"Why did English teachers oppose the proposed writing test?\",\"answer\":\"English teachers viewed the curriculum decision-making as ad hoc and unjustified, and they expressed their concerns through VATE surveys, forums, and public communication channels.\"},{\"question\":\"How does the article frame the wider significance of the controversy?\",\"answer\":\"It treats the issue as part of an ongoing debate about how English is taught and assessed, and it connects public curriculum judgments to conflicts between professional expertise and media or interest-group pressures.\"}]","Margaret Gill - The New VCE English Writing CAT: What Are the Issues?
