Effective governance depends on country- and region-specific policy choices that maximize positive impacts. The policy note explains labor migration governance as regulating recruitment, employment, mobility, and reintegration while emphasizing coordination, monitoring, and selecting appropriate tools to deliver beneficial labor market outcomes.","isclosure Authorized P bli i lu c sc osure Authorized Public Disclosure Authorized
SOCIAL PROTECTION & JOBS
SPJ POLICY & TECHNICAL NOTE
Managing
Labor Migration:
Regulating Inflows, Aligning Needs, and Ensuring Positive Labor Market Outcomes
Sofia Gomez, Gael de Moraes, Andrea Petrelli, Carole Chartouni, Mehmet Ali Soytas and Nayib Rivera
Public
MAIN MESSAGES
Migration is a natural and defining phenomenon of the globalized world.
Effective governance of migration requires careful consideration of context and policy choices to maximize positive impacts.
Labor migration policies should be set according to country and region-specific contexts. Governments can use migration tools to align migration flows with labor market needs, national strategy and development goals.
Labor migration policy encompasses the regulation and management of the mobility, recruitment, and employment of migrant workers, as well as their reintegration into the labor market upon return to their home country.
Coordination among countries and key stakeholders, labor market monitoring and selection of appropriate labor migration regulating tools are all essential component of an efficient labor migration policy.
/
Background
A sizable portion of the global population is made up of migrants. Individuals migrate in search of employment, better economic prospects, education, or to reunite with family, while others flee war, oppression, conflict, or human rights abuses. Recently, negative impacts of climate change, natural disasters, and other environmental factors have become a contributing factor to migration.1 Such demographic shifts
and economic, political, and environmental crises create incentives, known as push and pull factors (see figure 2), for individuals to migrate in search of better opportunities. This trend of cross-border migration presents both challenges and opportunities for policymakers of both sending and receiving countries. This note focuses on the aspects, tools and policies to be considered by the latter.

| FIGURE 1 Push and pull factors for migration | |
| --- | --- |
|
Push factors
Incentives to emigrate from a country
|
Pull factors
Incentives to migrate into a country |
| Unemployment | Potential for employment |
| Lack of service provision | Better service provision |
| Poor safety and security | A safer atmosphere |
| High (concern about) crime rates | Low crimes rates |
| Crop failure | Fertile land |
| Lack of food accessibility | Good food suppliers |
| Floodings and other natural hazards | Less risk of natural hazards |
| Poverty | Greater wealth of affluence |
| War or political instability | Political security |

2 Managing Labor Migration: Regulating Inflows, Aligning Needs, and Ensuring Positive Labor Market Outcomes
Global trendson labor migration
The classification of migrants in the literature is primarily based on their motive for migration. Labor migrants are the most prevalent type of migrants, and they are described as those admitted by the receiving state for the purpose of exercising an economic activity remunerated within the receiving country.2 Typ-
ically, these migrants face limitations on their duration of stay and the type of job they can hold, and their dependents, if allowed to enter, are also classified as labor migrants. Forced migrants, climate migrants, and students are some of the other type of migrants who are relevant at a global scale.3
FIGURE 2 Migrants as a share of the total world population
Calculated using data from UNDESA (2022) and WDI (2023)
One of the primary drivers of international migration is the pursuit of job opportunities. In fact, data from 2020 shows that nearly two-thirds of all international migrants were motivated by labor-related reasons,4 seeking
employment in a new country. Other significant groups include refugees, who make up 9. 5% of all migrants, and stateless persons, who make up 1.4% .5
3
FIGURE 3 Inte","cbCaitiMva9GL7gL","https://ap.wps.com/l/cbCaitiMva9GL7gL","pdf",2336382,3,1,24,"English","en",105,"# Main Messages
## Background
## Global trends on labor migration
## Drivers of international migration
## Share and characteristics of migrant workers","[{"question":"What are the main push and pull factors driving labor migration?","answer":"Push factors include unemployment, lack of services, poor safety, crime concerns, crop failure, food inaccessibility, and poverty.
