Financing and Implementation Arrangements  \nA. Financial Envelope and Knowledge  \n1. The CPF will be implemented jointly over six years by the Government of Mali and the WBG (IDA, IFC and MIGA). Macroeconomic, fiscal, and institutional stability are foundational to successful CPF implementation, especially given Mali’s FCV context. Support to policy, structural, and institutional reforms will remain a key priority of WBG engagement during implementation. The CPF program integrates IDA resources with IFC investments and MIGA guarantees to support complementary public and private sector outcomes. It will also leverage partners’ resources in areas of common interest.  \n2. CPF implementation will emphasize flexibility and adaptability to respond to changing circumstances. The CPF adopts a realistic yet ambitious approach to address the country's main development challenges, building on the success of previous operations, and with outreach to disadvantaged communities wherever feasible. It will leverage WBG initiatives such as Mission 300, AgriConnect, UHCAIM2030 and will draw on the WBG Knowledge Compact and the World Bank Academy for technical support. Implementation will be informed by WBG core analytics, along with technical assistance and advisory services. Initial analytical work will include Resilient Agriculture and Food Security in the Sahel ASA, Mali Country Climate and Development Report (CCDR), the ongoing Adaptive Social Protection PASA, Macro-Poverty Climate Programmatic ASA (TA), Poverty and Equity Assessment, Economic Updates, and a Public Finance Review. As Mali’s situation evolves and access to IDA windows changes, the CPF’s scope, instruments, and implementation modalities will be adjusted accordingly.  \n3. The World Bank envisages significant engagement during the CPF period. As of February 2026, the active portfolio (national and regional) includes 17 operations with commitments of US$1.8 billion and an undisbursed balance of US$1.25 billion. There are 9 national operations totaling US$1.3 billion, of which US$1 .0 billion is undisbursed, and 8 regional operations totaling US$0.49 billion, of which US$0.24 billion is undisbursed. The World Bank Portfolio table provides additional information. The portfolio is relatively new. Three projects were approved at the end ofFY25, representing nearly half of the undisbursed balance. To accelerate implementation and enhance disbursement, project readiness will be strengthened, procurement and financial management will be streamlined, and implementation capacity will be built at all levels. Key actions include closer portfolio monitoring, proactive resolution of bottlenecks, targeted capacity building, and greater use of country systems. In fragile contexts, simplified procedures and an increased field presence will ensure the timely delivery of results.  \n4. The CPF period covers IDA 21 and IDA 22 . Mali’s IDA21 Performance Based Allocation (PBA) is estimated to be US$510.0 million (Special Drawing Rights (SDR) 371.0 million) and is expected to be boosted by Mali’s access to IDA21’s Global and Regional Opportunities Window (GROW), including the sub-window for Host Communities and Refugees (WHR) . GROW will be utilized to build on the success of regional energy, transport and agriculture projects and further capitalize on the opportunities that greater regional cooperation and integration afford. IDA’s Private Sector Window (PSW) will be available to finance IFC projects and support the issuance of MIGA guarantees. Mali will also have access to IDA’s Scale-Up Window (SUW), and the SUW short maturity loans (SUW-SMLs), which provide additional resources to scale up support for economically viable transformational operations on set terms. The Crisis Response Window (CRW) can be drawn on to respond to crises if triggers are met.
