Climate change, conflict and insecurity, high levels of population growth, and persistent poverty have undermined Mali’s development and increased its vulnerability. The lack of jobs and economic opportunities have fueled frustration, particularly among youth. More robust infrastructure, particularly access to electricity, is needed to unlock private sector growth and foster economic integration, while human capital development and better service delivery are critical to renewing the social contract. The CPF aims to help Mali address its development challenges by focusing on three interrelated outcomes: (i) healthier, better educated and skilled population; (ii) increased access to electricity; and (iii increased agricultural productivity and food security) . Over time, better provision of services will reduce regional disparities and improve the relationship between citizens and the state, strengthening the social contract.
