foreach job.What happened in Newarkreflects more than a high level of unem-ployment.There is at least one otherbig reason:starting basic wage plus costof living allowances for new postalworkers,mostly unskilled young people,is over $10 an hour.There are also peri-odic salary increases every year for eightyears,which move new employees,fromthe bottom to the top of the ladder doseto the $25,000 average annual salary;theaverage postal worker earns about S480a week.In addition,the average fringebenefit package includes:(1)a fullypaid life insurance policy of about$26,000;(2)23 workdays of pad
