They looked forward to the completion of the CCDR and the integration of the outcomes of CCDR into the CPF process to support the country in further strengthening climate resilience.  \nWhile acknowledging Madagascar’s economic potential given its natural endowments, Directors were concerned with the lack of progress in poverty reduction, recognizing the fragile nature of the country. In this regard, the Directors supported the CPF’s increased focus on economic transformation and creation of better jobs to enhance resilience, particularly for vulnerable groups, while also highlighting the need to address gender gaps and social protection.  \nDirectors expressed their deep concern regarding the challenges of elite capture, institutional capacity, and weak governance and the potential impact on the ability to effectively foster development. In light of this, they stressed the importance of assessing the political economy dynamics and supporting reforms focusing on transparency, corporate governance, and fiscal management through the planned program including the DPL.  \nDirectors appreciated the CPF’s emphasis on investing in strong human capital formation and access to basic services, with a focus on reducing socio-economic, spatial, and gender inequities, promoting increased private sector participation. They also appreciated the One WBG approach and encouraged IFC’s and MIGA’s efforts to further play a catalytic role in supporting the private sector in Madagascar.  \nFinally, Directors appreciated the adaptative approach of the CPF and noted the importance of strengthening operational efficiency and institutional capacity in the country. They encouraged the WBG to continue its active engagement with all stakeholders.
