Mr. Wisner wished to be recorded as objecting to this loan.  \nDirectors noted the Bank’s overall engagement with Lebanon, recognizing the country’s longstanding vulnerabilities. They commended the Bank team for its close support to the Government in preparing emergency financing to provide a framework for recovery and reconstruction.  \nDirectors recognized the importance of continued reforms being undertaken, including those of the Council of Development and Reconstruction (CDR) . They also recognized Lebanon’s debt vulnerabilities and the need for debt sustainability.
