LAW LIBRARY\n\nLEAA Announces Impact Program \nThe Law Enforcement Assistance Administration announced its long awaited High Impact Anti-Crime Program asthe Jan.17 issue of CJN was rolling off the presses. \nBecause of the significance of this program to criminal justice administrators and leaders CJN sends you this SpecialBulletin. \nAs predicted by CJN,the program will stress a local crime prevention approach and will be coordinated with social, educational and training programs of other U.S.agencies.Here are its main elements: \n·It will be aimed at combatting\"street crimes\"-robbery,rape,assault,muggings-and burglaries. \n●A total of S160 million in LEAA discretionary funds-no new monies are involved-will be divided equally overthe next 24months between eight cities selected from a total of 49in the 250,000-1,000,000 population category. The cities selected are Atlanta,Baltimore,Cleveland,Dallas,Denver,Newark,Portland and St.Louis. \n●The goal will be to reduce street crimes and burglaries by 5%in two years and 20%in five years. For this purpose, the cities will have to submit detailed information on major FBI index crimes for the purpose of assembling a data base toformulate plans and measure the success or failure of programs. \n■The cities will have great lattitude in working out their individual programs with the close collaboration of theirrespective LEAA regional offices and cooperation of state planning agencies. However, the objective will be for cities toput together different mixes of programs within guidelines outlined by LEAA to determine what emphasis is most effec-tive.When the plans are approved the cities will then apply for grants on a project by project basis.LEAA-Washingtonwillclosely supervise in the initial planning stages and evaluate results. \n●An additional 10 cities will be added to the impact program within a few months and eventually most of the 49cities will be included. \n●LEAA has reached agreement with the Departments of Labor(manpower development and training),Housing andUrban Development (housing and Model Cities),Health,Education and Welfare(narcotics and juvenile programs)and thePresident's Special Action Office for Drug Abuse Prevention to coordinate their efforts.Apparently, many of the details ofthis arrangement will be worked out by the regional offices. \nFrom off-the-cuff remarks by LEAA Administrator Jerris Leonard and discussions by CJN with other LEAA sources,it develops that one of the most intriguing aspects of the program guidelines will be “identification”of victims and perpe-trators. \nThis means that authorities will attempt to give special attention to individual offenders upon their release fromprison or parole to keep them from becoming crime repeaters. They would be offered a wide range of services-medicaland psychiatric treatment, training to develop job skills and employment opportunities.Officials would identify theevictims for the purpose of police resource allocation and education in crime prevention. \nProgram Outlined. Here is how Leonard broke down the program guidelines and objectives:Public education pro-grams to inform citizens how they can better protect themselves and their property;increased research and applicationof existing techniques for more effective locks and alarm systems;enhanced police patrols for improved prevention andapprehension, plus better training and equipment, including communications systems,to enable police to respond morequickly to crime scenes;projects to process street crime and burglary cases faster and more effectively in the courts,in-cluding strengthening prosecutor staffs and setting up special court dockets;new programs to rehabilitate defendantswith special emphasis on juveniles and narcotics addicts. \nThe cities were chosen on the basis of their high crime rate statistics.Following a briefing in Washington Jan.13,Newark officials said they would earmark a large part of the city's S20 million shares to computerizing court and policereco","cbCaiow5I1QzAsfC","https://ap.wps.com/l/cbCaiow5I1QzAsfC","pdf",986522,"English","# LEAA Announces
