Executive Summary  \ni. This review of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers the period of the Country Partnership Framework (CPF), FY19-FY22, and updated in the Performance and Learning Review (PLR) dated June 6, 2022, which extended the CPF period by one year to FY23 .  \nii. The overarching goal of the CPF was to support progress to the twin goals by assisting the Kyrgyz Republic to promote diversified, export-oriented, inclusive, and sustainable growth. This program objective was in line with the conclusions of the 2018 Systematic Country Diagnosis (SCD), and the program underpinned the overall objective in their different ways, although only objective 7 (develop human capital) addressed the twin goals directly. The CPF’s omission of strengthening the rule of law (anti-corruption, judicial reform) undermined the program’s ability to achieve its overarching goal of supporting growth. The PLR added some gender dimensions to the indicators in the results framework, while the Bank’s regional economic development projects aimed to support lagging regions. In responding to the impact of COVID-19 and other challenges the WBG program sought to address issues in social protection.  \niii. IEG rates the CPS development outcome as Moderately Satisfactory. Of the nine objectives, five were Mostly Achieved, and four were Partially Achieved. Focus Area I (Strengthen foundations for inclusive, private sector-led growth) was Moderately Unsatisfactory, with one objective Mostly Achieved (Strengthen Institutions for Improved Macro Management) and the other two Partially Achieved. Focus Area II (Raise productivity and build connectivity) was Moderately Satisfactory. Transport connectivity was improved through a Bank-financed investment project, while there was only a negligible change in cost recovery in electricity. Focus Area III (Enhance economic opportunities and resilience) was Moderately Satisfactory. The target for number of people provided with water supply services under the Sustainable Rural Water Supply and Sanitation Project was achieved, and the target was met for sampled beneficiaries (female/male) who reported that investment in social infrastructure support post-COVID-19 needs, but several targets for the education sector were not achieved (for enhanced cognitive competences/foundational skills and for percentage of training-certified teachers with improved cognitive skills through training programs) .  \niv. On balance, IEG rates the WBG performance as Good, although marginally so. The CPF’s overall objective was appropriate and consistent with the country’s major development challenges. However, some critical areas were missed: lessons learned from the previous country strategy (CPS) regarding corruption and governance were not well reflected in the CPF. Its relevance was undermined by inadequate attention to anti-corruption and the rule of law, to building local government capacity to extend essential public services, and to address the weak capabilities of firms.
