the same as our space age.Outof the past emerge new sets of images for the proper study ofmankind. And out of the past comes a revolution as a naturalgrowth that reveals the maturity of a nation and individualdisplay of eminent virtues. \nThe key point in understanding Korea's today for tomor-row is ingrained in the true meaning and significance of theApril Revolution of last year. The April Revolution was basedon the courageous deeds of students. They overthrew a dicta-torial government which had been in power for twelve years. It was primarily an uprising against flagrant injustice,a desirefor reform.Freedom in human society is relative, and it is anideal that appeals to everybody.Initially a strong sense of justicetouched off the Revolution that was manifested as the will ofthe people. The April Revolution was supposed to have given every- \nPublished by \nKorean Research &Information Office \n1828 Jefferson Place,N.W.,Washington 6,D.C.Telephone:FEderal 8-2000 \nThis politicaldemocracy is supposed to maintain. But history does not evolvewith the rapidity to satisfy the needs of the people. In castingout a regime riddled with decay, the Koreans underwent acleansing of their national spirit. The new government hasconsciously realized the necessity for improvement in theirpolitical ideas and national aims. From the April Revolutiona government by the people has been founded on solid demo-cratic principles;and the Koreans are making great efforts toachieve a government for the people to complete the democraticprocess of government.Koreans are reaching beyond the con-ventions to examine their own philosophy of government.Aspirit of intellectual inquiry is developing in an atmospherewhich for the first time permits the people to exercise theirhuman rights. \nToday,Korea is faced with two major problems:a test ofdemocracy and a test of communism.A firm conviction in theprinciples of true democracy must be instituted with collectivecourage of the people to pull themselves from the economicdifficulties which they had inherited from the previous regime. And a positive action must be carried out to defend their demo-cratic ideals to counter the loud clatter of the Communists \nThe recent demonstrations in Taegu and Seoul were notcrusades guided by the spirit of the April Revolution.Rather, they were instruments of dissenter groups. The new govern-ment's success depends not only upon economic well being ofthe people but also upon the ideological conviction of overcom-ing the fearfulness of the Communists. \nThe world shall be the judge, and Koreans shall defendtheir rights. \nTo our subscribers \nTHIS IS TO INTRODUCE our first issue of theKOREAN REPORT,a bi-monthly magazine on Korean affairs,to inform the American people of
