Mr. Nicholl and Ms. Moghtader wished to be recorded as abstaining.  \nDirectors expressed broad support for the Bank's continued engagement in Kenya. They welcomed the operation's focus on strengthening public finance, fostering more competitive and inclusive product and labor markets and strengthening climate action. Directors recognized the country’s fiscal challenges and underscored the centrality of governance and accountability to fiscal reform, noting they should advance together. They encouraged the Bank to closely monitor jointly with the IMF the adequacy of the macroeconomic framework and to update the Board regularly and as needed. They welcomed the complementary role of the Bank’s interventions on revenue mobilization, expenditure accountability, and enhanced public sector integrity.  \nDirectors welcomed reforms to foster competitive and inclusive markets, including measures on business licensing, digital competition, and refugee inclusion. They encouraged continued focus on implementation.  \nDirectors emphasized the importance of clear principles for monitoring during implementation and guiding the preparation of the third phase of the DPO (DPO-3), particularly regarding fiscal discipline, governance reforms and impact on the poor. They noted that Management will brief the Board ahead of consideration of the DPO-3.
