Kazakhstan CPF – Financing and Implementation Arrangements 2  \nA. Financial Envelope and Instruments  \nThe CPF will be implemented through an adaptive approach across the IBRD, IFC, MIGA, and ICSID anchored in the recently ratified Partnership Framework Agreement (PFA) with the Government of Kazakhstan, which sets out the principles and modalities of collaboration. The IBRD lending program will remain selective, prioritizing transformational projects underpinned by strong government commitment. With relatively low public debt and modest borrowing during the previous CPF cycle, Kazakhstan retains significant access to IBRD resources, alongside opportunities to attract greater private financing. Overall, IBRD, IFC, and MIGA financial engagement over the six-year CPF period is expected to range between US$10–12 billion, subject to government demand, reform progress, and market conditions, and to adjustment through the annual business planning process.  \nThe CPF will leverage the full range of IBRD instruments. With IBRD financing expected to average US$1– 1.3 billion per year. Investment Project Financing will focus on high-impact infrastructure with strong government ownership and regional spillovers. New series of Development Policy Operations will underpin a multi-year reform agenda to strengthen competitiveness and sustainability. Programs-forResults—well-suited to priority government initiatives with substantial investment needs—will be introduced alongside IBRD Guarantees. Given the significant role of state-owned enterprises, CPF will also consider sub-sovereign lending to SOEs under state guarantees, broadening access to finance for strategic transformational projects on more favorable terms. To respond to Kazakhstan’s evolving needs, the CPF will also make greater use of enhanced IBRD pricing and innovative financial products introduced in the previous cycle. These include local currency lending, the Financial Facility Incentive package with concessional features linked to global public goods, as well as crisis-response instruments such as CATDDOs and Contingent Emergency Response Components.  \nIFC is projected to deliver about US$3 billion over the next six years (40% own account, 60% mobilization), starting with US$1 billion in the first 18–24 months and around US$0 .5 billion annually thereafter. IFC has a pipeline in infrastructure, transport, and municipal finance and access to finance for MSMEs and gender inclusion. Going forward IFC is ready to increase its program with its strategic focus on (i) scaling up renewable energy, water treatment and sewage network including through PPPs; (ii) enhancing transport infrastructure (railway, aviation, EV infrastructure etc. ) through private capital mobilizations to fully exploit Kazakhstan’s potential as a transit hub between Europe and Asia; (iii) investments in financially viable SOEs and municipalities; iv) investments in agribusiness sector; iv) investments and advisory services in financial sector, startups and equity finance, and v) advisory to the government and SOEs in different sectors, building capacity of SOEs among others.  \nMIGA will deepen its engagement in Kazakhstan, leveraging the full suite of instruments under the WBG Guarantee Platform. MIGA’s total exposure is US$661 .8 million as of March 30, 2026, supporting railway infrastructure development. MIGA is expected to reach approximately US$3 billion over the CPF period, including US$1 .4 billion in the first two years.
