He received all three of his degrees from Stanford, culminating in a Ph.D. in 1961 . Since 1962 he has been at the University of British Columbia. In 1984 he was elected president of the Canadian Political Science Association, and 2 years later, president of the International Studies Association. In 1985 he was elected a Fellow of the Royal Society of Canada.
