Administrator\n\nNorval Morris, dean of the University ofChicago Law School, has been named by PresidentCarter to become the next LEAA administrator. \n\"I'll do my best, but God knows it's com-plicated,\"Morris told Corrections Digest onSept.20 as he rushed from his Chicago office tocatch a plane to Washington,D.C. \nA Senate Judiciary Committee source toldCD that confirmation hearings for the Morrisappointment will \"begin as soon as possible.\"The administration's energy bill is currently beingdebated on the Senate floor. It is expected thatas soon as a final vote is taken on that measurethe committee will turn its attention to Morris.Hearings may begin as early as next week. \nAs Corrections Digest noted in July when itbecame apparent that Morris was the odds-onfavorite for the LEAA appointment, the choice ofthe law school dean to take over LEAA couldprove extremely beneficial for the much-criticizedagency(see story,Vol.9,No.14,P10). \nIf,as expected,Morris is confirmed by theSenate, his global reputation in the legal andcriminal justice professions will boost the LEAA’sprestige with the public and within the government. It is considered vital by pro-LEAA forces that theagency be in the hands of a strong, even charismatic, administrator during the upcoming months ofreorganization. \n(see Morris, page 7) \nIN THIS ISSUE \nCarter Names Morris To attorneys for Alabama's Jefferson CountyJails and the inmates of those facilities in Bir-mingham and Bessemer. \nSo the county can comply with the newlysigned federal directive, the State Board of Cor-rections has agreed to absorb into its penal systemall state-sentenced prisoners in the jails, thusdrastically reducing inmate overcrowding. \nOther county jails in the South facing similarproblems,Judge Pointer said, may use the orderas a baseline for voluntary action “to bring theircounty jails in line with what's being done here.” \nPointer warned that it would be“counter-productive”for the state to empty the JeffersonCounty Jails of its prisoners only to put them inanother county facility. \n## Prisoners Piling Up\n\nOf the 535 prisoners in the
