It frames a dual agenda of stability and growth, emphasizing implementation focus, evidence-based policymaking, and data-driven reforms.","ed Public Disclosure Authorized Pub lic Disclosure Authorized Public Disclosure Authorized  \nJORDAN  \nSYSTEMATIC COUNTRY DIAGNOSTIC (SCD) UPDATE  \nJUNE 2 0 2 3  \nOBJECTIVES OF THE SCD UPDATE  \nSystematic Country Diagnostics (SCDs) analyze the most critical constraints to ending extreme poverty and promoting  \nshared prosperity in a sustainable manner—the World Bank Group’s twin goals.  \nThis SCD update:  \nProvides an update on progress in the implementation of Jordan's development plan and achieving the twin goals, building on the 2016 SCD that focused on:  \nJordan’s high exposure to shocks  \nLack of private sector-led job creation  \nStrains on social sustainability  \n(refugee crisis, domestic political economy, and labor and capital markets)  \nTakes stock of the progress achieved in the implementation of Vision 2025 and highlights regulatory and institutional constraints to achieving more progress.  \nDefines High-Level Outcomes (HLOs) for Jordan to achieve sustained improvement in well-being of citizens.  \nTHE STORY  \nIn the past: Stability and Resilience as a First-Order Concern  \n▪ Policies in the past have focused on preserving stability in the midst of continuous shocks and crises (Syrian refugee crisis, COVID-19, impacts of Russia’s invasion of Ukraine, global commodity prices, etc) .  \n▪ At times, crises and exogenous shocks may have diverted attention from implementation, and input/output-level successes have not always translated into impacts on growth and employment.  \nThe way forward: a Dual Objective of Stability AND Growth  \n▪ There is a need to continue to elevate the focus towards a dual objective of stability and growth, which will also build the resilience needed for future shocks.  \n1. A further focus on implementation and results is needed to move the needle on key development outcomes  \n2. Evidence-based policymaking and data-driven reforms, supported by robust monitoring systems  \nAdvancement on these two overarching priorities, as well as in specific additional (multi-) sectoral
