From the perspective of improving work compliance rate, the conventional work procedure manuals were analyzed with the 5W1H model and compensated for the lack of information. Then, this study devised two new presentation methods: a modified paper-based manual and a video-based manual. To verify their effectiveness, a subject experiment was conducted using three work procedure manuals as a variable factor. As the results, it was shown that the work compliance rate was highest in the improved video work procedure manual, followed by the improved paper work procedure manual, and finally the conventional work procedure manual. It was also confirmed that the improved work procedure manual reduces the incidence of serious errors, such as skipping and forgetting tasks. Furthermore, although the confirmation time became longer in the improved work procedure manual, the work time was approximately the same in all work procedure manuals. In other words, this result implies that the new work procedure manuals improve the work compliance rate and may contribute to the reduction of industrial accidents at actual construction sites. In the future, we further improve the work procedure manual based on the experimental results and apply it at actual construction sites to verify the effectiveness.  \nKeywords: construction site, occupational accident, safe work, work procedure manuals  \n1.Introduction  \nAccording to statistics from the Ministry of Health, Labor and Welfare in Japan [1], the number of casualties in the construction industry with four days or more days off in 2019 was 15,183 (approximately 12.1% in all industries), and the number of fatalities was 269 (approximately 31.8% in all industries), and in the construction industry, the rate of serious fatal accidents is high. In addition, by comparing the annual industrial accident rate per 1000 people by age, the incidence of industrial accidents among younger workers is higher in the construction industry [2] .  \nArticle 59 of the Industrial Safety and Health Act stipulates that employers must educate workers on safety and hygiene. On the contrary, in actual construction sites, on-the-job training using hazard prediction activities (called“KY activities” in Japan) and work procedure manuals is conducted as safety education. However, these work procedure manuals are often only on paper, and there are also many abstract expressions, such as “pay attention to safety” in hazard prevention measures. Therefore, it is expected that workers with little work experience will not always be able to carry out their work safely just by looking at the work procedure manual. In a study by Haslam et al.  \n[3], human factors account for 70% of accident factors at construction sites, the lack of safety knowledge was highlighted as the background for unsafe behavior, and the lack of education and training was highlighted. In addition, Bahn [4] reported that the average hazard identification rate for all workers is 46%, while only 9 to 22% can be identified  \nfor inexperienced workers.
