This position paper is a joint effort of staff of the International Monetary Fund and the World Bank, led by Joël Toujas (IMF) and Elisabeth Huybens (World Bank) and coordinated by Samuele Rosa (IMF) and Raju Singh (World Bank).  \n3  \nForeword  \n4  \nIntroduction  \nThe Declaration of the Heads of State of the Economic and Monetary Community of Central Africa (CEMAC) (August 2021) commits to a new generation of reforms to accelerate economic diversification and inclusive growth. In this declaration, the heads of the state acknowledge the critical importance of the health, knowledge, skills, and resilience of their people for the economic future of their countries. Notably, they “encourage States to step up their efforts for the development of human capital, by ensuring adequate financing for the education, vocational training, and health sectors and by strengthening social protection mechanisms  ”.1  \nThe Declaration also recognizes that CEMAC countries are not currently fulfilling the human capital potential of their people and are therefore limiting sustainable and inclusive economic growth and diversification. The region’s human capital deficit is partly due to external crises faced by member countries, including the seismic shock of the COVID-19 pandemic. However, public policies have not yet risen to the challenge of investing in human capital. Since the Declaration, the CEMAC Economic And Financial Reform Program (PREF-CEMAC) has been developing a new matrix of reforms and evaluation criteria which, for the first time in the region, includes a human capital pillar. This constitutes a historic opportunity for CEMAC countries to improve the lives of their people while building the capacity and skills needed to strengthen and transform their economies.  \nThe objective of this brochure is to help decision-makers in CEMAC countries to reprioritize their expenditures and find the most cost-effective ways to invest in the human capital of their people, who are the region’s greatest asset. It also aims to inform a wide range of civil society stakeholders and development partners who are keen to support country governments to make these vital investments.  \nThe brochure is structured as follows. First, it outlines the case for investing in human capital in CEMAC countries. It highlights their current human capital outcomes in the context of the many crises that have affected the region and have been exacerbated by the COVID-19 crisis. Second, it presents abroad-based policy framework that is flexible enough to be adapted by different CEMAC countries to fit their specific needs.
